INFORMATION FOR APPLICANT

Brief Description of Assignment : "Scope of the Assignment, Detailed Tasks and/or Expected Output: A Research Assistant (RA) is being recruited to help ensure that the project runs smoothly and achieves all targets within the project period. Under the supervision of the RS-GIS Specialist cum TA Team Leader, the RA will be expected to undertake the following tasks: a. Input numerical and text based information from source documents into properly designed databases, using techniques such as keyboard entry of tabular and hard copy data, scanning, or conversion of other sources of digital data; b. Update and maintain ancillary datasets collected by the TA Team; c. Systematically document all databases and information collected and/or generated by the project, including proper storage/filing, maintenance, and/or back-up of their hard and soft copies, observing strict compliance with data integrity and security policies; d. Support the TA team in collecting field data using Global Positioning System (GPS) units for pilot projects in the agriculture and water resources sectors; e. In the absence of the RS-GIS Specialist cum TA Team Leader, promptly respond to project-related queries from the TA National Coordinator and/or other Programming Division officials; f. Provide logistics support to the TA Team in organizing and documenting project meetings, workshops, seminars, and/or training activities. g. Perform any other reasonable tasks that may be assigned by the TA Team Leader and TA National Coordinator from time to time. "
Experience, Resources and Delivery Capacity Required : "Basic Qualifications: • Bachelor degree in Geography with adequate background in GIS. Geography in MS degree will be preferred. Preferred Skills/Experience: • 2/3 years’ experience working with ArcGIS software (Version 10.0) in a professional environment is preferred. • Have considerable knowledge of geospatial concepts, principles, and methods. • Demonstrated spatial data management skills including use of Excel, geodatabases, and ArcCatalog. • Proficiency in MS Office applications (Excel, Word, PowerPoint, Access). • Experience in data entry, management, analysis and other related data-handling activities. • Experience in conducting surveys, collecting data using GPS device and analyzing the data. • Basic knowledge of administrative and/or operating protocols and procedures of research support function. Other Details (if applicable) : "Terms of Reference (TOR) of the Research Assistant (RA) for the project on TA-8572 REG: Action on Climate Change in South Asia Asian Development Bank Objective and Purpose of the Assignment: South Asia developing member countries (DMCs) face the challenge of achieving and sustaining rapid Economic growth to reduce poverty and attain other Sustainable Development Goals in an era of accentuated risks posed by global climate change. ADB, together with key development partners, has been supporting South Asia DMCs in their pursuit to mainstream climate change in development plans, programs, and projects. This regional capacity development technical assistance (TA) supports South Asia DMCs in pursuing low-carbon and climate-resilient development. Its outcome will be the increased investment and institutional capacity of South Asia DMCs to manage the impacts of climate change. In Bangladesh, the TA will (i) design and establish a climate risk and vulnerability screening (CRVS) tool and system and pilot test them for selected large investment projects in the agriculture and water resources sectors that are proposed for inclusion in the Annual Development Programme (ADP), and (ii) enhance the human resource capacity of concerned government agencies/departments/ministries in conducting climate risk screening (CRS) and possibly vulnerability assessment at the project level. For these, SARD’s CRS tool will be adopted and customized to fit the Planning Commission’s project appraisal and approval requirements. Using extensive geophysical information and downscaled high-resolution climate data, the said screening tool enables localized climate impact assessments by analyzing both natural hazards in the project areas and climate-related risks to the project investment. It provides a screening report that includes a preliminary evaluation of climate risks and natural hazards that may affect the project lifespan and efficacy, and recommends adaptation options to address climate risks found to be significant Duty Station and Working Conditions: • The duty station is at the project office, Planning Commission, Dhaka, Bangladesh. • Working hours Sunday to Thursday from 9:00 a.m. to 5:00 p.m. (40 hours per week); • May occasionally be required to work beyond normal office hours in order to meet deadlines and handle workload; • May occasionally be required to be in the field to collect data and information, as necessary. Duration of Work: The assignment is expected to take a total of six (6) months (indicative dates: February to July, 2018). Further engagement is subject to performance, project requirement, and continued availability of funds. Reporting and Accountability: The Research Assistant will be directly accountable to RS-GIS Specialist-cum-TA Team Leader.
