Brief Description of Assignment |

"Objective
The objective of the consultancy is to provide expert advice and strategic guidance to PD on their IT/ITES related projects of National relevance. He/she shall will also provide inputs on the IT/ITES unit’s strategic directions, and guide the operations of the unit.
Key Responsibilities
Under the general supervision and guidance of the PD, he/she will be responsible for the following:
1. Provide significant expert advice and strategic guidance to multiple stakeholders in the project, including DSS, its IT/ITES unit, local IT/ITES-related associations and companies, academia, etc;
2. Provide advisory guidance for the design and implementation of the IT/ITES component on HRM and all other IT/ITES related subjects;
3. Provide advisory guidance and inputs to relevant consulting firms on the IT/ITES strategy development and promotion of adoption;
4. Provide contacts of potential IT/ITES vendors, and facilitate the meetings with assistance from the IT/ITES unit members;
5. Take part directly in business development meetings, and provide guidance to the IT/ITES unit members and industry experts;
6. Provide advice and guidance on proposals and negotiations between DSS and potential IT/ITES vendors;
7. Provide other strategic inputs as and when necessary to help ensure the effectiveness of DSS efforts.

Experience, Resources and Delivery Capacity Required |
: |
"1. Bachelors in Computer Science/IT/ Engineering from a government recognized University; Foreign degree is preferable;
2. Minimum 10 years combined experience in both Electronics and Software companies;
3. Minimum 10 years’ working experience in overseas (Silicon Valley equivalent) is preferred;
4. Minimum 10 years’ experience in Project Management;
5. Minimum 10 years developing Quality Systems to International standards such as ISO9000;
6. Registrar Trained ISO9000 auditor certification or equivalent;
7. Minimum 5 years’ experience working with Oracle Business Process modules such as Agile;
8. Minimum 5 years’ experience managing mobile/web app development;
9. Minimum 5 years’ experience developing user work flows and use cases;
10. Experience in Procurement of Government of Bangladesh;
11. Understanding of PPR, 2008.
