| Brief Description of Assignment |

"Request for Expression of Interest (EOI) for Selection of MIS Analyst (GIS) (Contract Package No.S-17-3)
The scope of work includes but not limited to: (i) Maintain and manage the GIS system, incorporate and edit geospatial data (shape files, raster data); (ii) Performing spatial analysis with social-economic statistics; (iii) Create maps and graphics for presentations (iv) Receive, register and file all reports coming from districts; (v) Cross-check that such reports have been correctly and duly filled in; (vi) Produce GIS Maps when needed for analysis; (vii) Ensure that incoming data from reports is regularly and promptly entered into the project MIS; (viii) Assist All Senior Specialists; (ix) Co-ordinate with the development firm to integrate GIS Monitoring System Mobile Apps in MIS system; (x) Assist Capacity Building Specialist about preparing training documents of GIS system; (xi) Assist the Sr. MIS and Sr. M&E specialist in processing reports from the project MIS and GIS systems; (xii) Run verification checks across the MIS to ensure consistency in the database; (xiii) Carry out other tasks assigned to him/her by the Senior MIS Specialist and Senior Monitoring & Evaluation Specialist; (xiv) Carry out other tasks assigned to him/her by DPD/PD; (xv) Discharge secretarial functions as and when required; and (xvi) Support functioning of the UP Helpline by providing relevant LGSP-3 related information. Details are provided in the Terms of Reference (TOR) of the assignment."

"The qualifications and experiences required for the assignment are:
• Masters in either Geography, Civil Engineering, Urban Planning, Agriculture, Information Science or similar discipline with seven years practical and demonstrated experience in geospatial analysis and processing or a bachelor degree with ten years practical and demonstrated experience in the same as well as database maintenance of which 5 years in GoB and donor supported project and also 2 years practical working experience on Web Based Management System are preferable.
• The Candidate should have a sound working knowledge of Geographic Information Systems (such as ArcGIS or QGIS) and collecting, editing and analyzing geospatial data (shape files, raster data, GPS data). Experience in database management (DBMS) is strongly preferred. Working knowledge of Local Government Institutions (LGIs)/Other GoB institutions or extensive working experience in development activities. Excellent computer skills and ability to provide ICT support, office software, internet and software applications. Typing skill both in Bangla and English is must. Fluency both in English and Bangla is compulsory."

"The Local Government Division now invites eligible Applicants to indicate their interest in providing the services. Applicants are invited to provide information indicating that they are qualified to perform the services (complete CV with other details and expected remuneration).
The Consultant will be selected using the Selection of Individual Consultants method in accordance with “The World Bank’s Procurement Regulations for IPF Borrowers (July 2016)”. It is expected that the services will be commenced in March, 2018 and shall be completed on December, 2021 at the office of the undersigned.
Interested Applicants may obtain the Terms of Reference (TOR) upon request from the address provided below either by e-mail or in person during the office hours. The TOR is also available at the LGSP-3 website (www.lgsplgd.gov.bd) and LGD website (http://www.lgd.gov.bd).
Expression of Interest (EOI) (2 copies) must be submitted, along with copies of certificates and supporting documents, by the applicant on or before 28th February, 2018 within 2:00 PM in a sealed envelope delivered to the undersigned and be clearly marked “Expressions of Interest for Selection of MIS Analyst (GIS)”. In addition, submission of EOI in soft copy through email to lgsp3.lgd@gmail.com or in CD/DVD along with the hard copy of EOI is encouraged.
