Brief Description of Assignment |

"Request for Expression of Interest (EOI) for Selection of
Senior Management Information System (MIS) Specialist
(Contract Package No.S-03)
The key tasks and responsibilities are, but not be limited to the following: (i) Examine the existing MIS thoroughly in association with the PMU Specialists and identify areas for improvement including development of new modules; (ii) Suggest modules to capture physical progress/achievement of schemes implemented by UP and Pourashavas in the MIS by the MIS firm; (iii) Incorporate geo-tagging and GIS system in the MIS; (iv) Assist LGD to establish a functional MIS Cell in LGD to implement the comprehensive MIS tasks under the project and it’s beyond; (v) Ensure institutional process for timely and accurate data entry by LGIs in coordination with the other LGD staff and LGSP technical specialists; (vi) Maintain the operational aspects of web application, integrity of the records in database , and ensureits availability to users; (vii) Coordinate with the MIS firm to make the system fully functional, related training on the LGD-MIS and long term maintenance support of the MIS; (viii) Prepare monthly progress report on the implementation; (ix) Bring to the attention of the project authorities all critical issues; (x) Coordinate with DFs to ensure that all LGIs are entering data as per agreed schedule; (xi) Coordinate with M&E regarding reporting, data Analysis, GIS database analysis and act as a single team; (xii) Coordinate with GIS firm, M&E team and GIS Analyst in the PMU in terms of collecting data, quality assurance and make intervention between the MIS firm and GIS firm; (xiii) Coordinate with the MIS Help desk regarding any issues raise as well; (xiv) Replication Data; (xv) Monitoring database server performance, error log, event log, transaction log etc.; (xvi) Maintain Database backup schedules and recovery; (xvii) Maintain Database and application level security; (xviii) Installing and upgrading DBMS; (xix) Monitoring and improving application performance (queries, indexing etc); (xx) Monitoring the performance and improve; (xxi) Designing and developing new reports as required by users; (xxii) Maintenance and updating of the User’s Manual; (xxiii) Consultation with users and program management to determine user needs and to define solutions to meet user requirements; (xxiv) Operation and administration of the servers and network security systems; (a) Support, establishment and maintenance of user e-mail accounts; (b) SAN management - installation, maintenance and troubleshooting; (xxv) Identify requirements for enhancing capacity for Internet connectivity/bandwidth; (xxvi) IT security including firewall administration, Intrusion protection, virus protection etc.; (xxvii) Researching, analyzing, monitoring, troubleshooting and resolving server or data network problems by reviewing mail logs, records, and network configurations; (xxviii) Applying operating system updates, patches, and configuration changes; (xxix) Performing scheduled network tasks, monitoring network servers and backup; (xxx) Providing technical support to application and database management staff; (xxxi) Provision of remote connectivity hardware/software support; (xxxii) Maintaining up-to-date documentation for network software and operational procedures; (xxxiii) Establishing methods and procedures for use of the network systems including hardware, software, and communications devices; (xxxiv) Consulting with vendors for hardware/software purchases, product services and support; (xxxv) Evaluating and recommending new hardware and software for upgrading data networks and servers; (xxxvi) Introducing and integrating new technologies to improve performance and efficiency of existing system; and (xxxvii) Developing and maintaining disaster recovery procedures for the network and network resources. Experience, Resources and Delivery Capacity Required |

"The qualifications and experiences required for the assignment are:
Qualification and Experience
• A master’s or equivalent in Computer Science, Engineering, MIS, IT or any other related discipline.
• Candidates with additional professional certification on database administration and or MIS would be preferred.
• At least fifteen years working experience of managing large scale MIS and database management of web-based applications..
• Working level knowledge of standard Operating systems, Object Oriented Programming language, Database (Ms SQL server, Oracle), Crystal Report and others development tools.
• Knowledge and certification on GIS (Geographic Information Systems, such as ArcGIS, QGIS) would be given preference.

"The Local Government Division now invites eligible Applicants to indicate their interest in providing the services. Applicants are invited to provide information indicating that they are qualified to perform the services (complete CV with other details and expected remuneration).
The Consultant will be selected using the Selection of Individual Consultants method in accordance with “The World Bank’s Procurement Regulations for IPF Borrowers (July 2016)”. It is expected that the services will be commenced in March, 2018 and shall be completed on December, 2021 at the office of the undersigned.
Interested Applicants may obtain the Terms of Reference (TOR) upon request from the address provided below either by e-mail or in person during the office hours. The TOR is also available at the LGSP-3 website (www.lgsplgd.gov.bd) and LGD website (http://www.lgd.gov.bd).
Expression of Interest (EOI) (2 copies) must be submitted, along with copies of certificates and supporting documents, by the applicant on or before 15th March, 2018 within 2:00 PM in a sealed envelope delivered to the undersigned and be clearly marked “Expressions of Interest for Selection of Senior Management Information System (MIS) Specialist”. In addition, submission of EOI in soft copy through email to lgsp3.lgd@gmail.com or in CD/DVD along with the hard copy of EOI is encouraged.
