Brief Description of Assignment |

The Department of Cooperatives aims at removing the slow, tiring and less accountable manual system by delivering the service online. It will enable to create profile management for individual cooperatives along with timely generation of monitoring reports to establish good governance in the cooperative sector.
The “Cooperatives’ e-Registration and Service Management System” includes but not limited to the following services:
1. e-Registration and Information Management of Cooperatives
2. Committee Approval Management of Cooperatives
3. Online Service Apps and Profile Management of Cooperatives
4. CMS based Cooperatives Website Management Tools
5. By-Law Amendment of Cooperatives
6. Accounts Reporting of Cooperatives
7. Activities Monitoring and Evaluation Management of Cooperatives

This is a national project with utmost importance towards the digital Bangladesh goal so the bidder must prove that they have solid technical background and operational strength to undertake and take this work forward without any hindrance. Applicant must also have adequate technical ability, resources and processes. As such, following are defined as minimum eligibility criteria:
1. A registered entity with RJSC for at least 08 (Eight) years having valid trade license, TIN and VAT certificate.
2. Must have 05 (Five) years practical experience of developing web and mobile based applications/software/e-government/eService solution in the public sector.
3. Must have experience of designing, developing and implementing of at least 02 (Two) similar (web and mobile based applications/software/e-government/eService solution) projects for Government of Bangladesh.
4. Need to have minimum 30 (Thirty) full time ICT personnel related to design, development and implementation of web and Mobile based applications/software/e-government/eService solutions.
5. Management capacity (brochures and other documents describing similar assignments, experience, availability of appropriate professional staff and experience among applicant’s staff, resources to carry out the assignment).
6. Audit report of the previous year. Yearly turnover of the firm shall be at least Tk. 01 (One) core.
7. The minimum amount of liquid assets i.e. working capital or credit line(s) of the firm shall be Tk.50 (Fifty) lakh.
8. Multiple Companies having technical and legal competency for developing and implementing similar project can apply jointly but they must have legal agreement among them where one company needs to be leading partner. Leading partner needs to fulfill all conditions mentioned in this EOI.
Department of Cooperatives now invites Eligible Applicants to indicate the interest in providing the service. Interested Consultants/Vendors are invited to provide information indicating that they are qualified to perform the services. This shall require substantiation through submission of brochures and other documents describing similar assignments, experience availability of appropriate professional qualification and experience among applicant’s staff, resources to carry out the assignment, financial logistical capability, etc.
An applicant may associate with other consultants to fulfill their qualifications.
A shortlist of consultants will be prepared upon evaluation of EOIs of the eligible applicants and “Request for Proposal” document will be issued in their favor. A Consultant/Vendor will be selected using the Quality and Cost Based (QCBS) method. It is expected that the services will commence in June 2018.
