Brief Description of Assignment |

Objective of the services:
The main objective of the Project Coordination Consultant in the PCU is to ensure effective and coordination amongst relevant agencies and implementation of the project activities. She/he will provide coordination on all project related activities and assist and report to the Project Coordinator of the BWCSRP (Chief Planning, BWDB) and the Project Director (PD) regarding the overall implementation status of the project. The role of the Project coordination Consultant will be to support the Project Coordinator (or his representative) in BWDB on coordination of project activities and reporting in close communication with the three implementing agencies. The Project Coordination Specialist will also be responsible for overall reporting on M&E at the project level based on GOB and WB requirements. S/he will do this by coordinating with the M&E Specialists in the three PIUs. She/he will have input into technical discussions related to common issues or issues that affect more than one PIU, including but not limited to procurement, financial management, safeguards, M&E etc. The PCC will work in close coordination of the three PIUs and support inter-agency communication and facilitate joint activities. The PCC will also be responsible for supporting the PC and PDs in management of the PCU’s contracts, staff etc.
Scope of Services:
The Project Coordinator Consultant would:
• Coordinate and provide guidance on all matters pertaining to the smooth implementation of the Project activities, in accordance with procedures and obligations specified in the World Bank credit Agreement.
• Support the PC in organizing a quarterly meeting with all three Project Directors to assess the progress of each component, review the implementation of the project in a timely manner and in accordance with GOB and Bank requirements and agreed implementation plan, proactively manage overall project risks
• Liaise with Project Directors and report on funds flow and physical progress
• Undertake overarching coordination and review of monitoring and evaluation and ensure overall quality of the project and keep the PIUs, implementing agencies and the WB informed of implementation progress
• Be responsible for monitoring and reporting progress on performance indicators established for the Project and prepare quarterly reports on project implementation progress based on GOB and WB requirements
• Ensure regular coordination and information sharing among the relevant ministries and agencies that will have a role in project and implementation
• Collect and share consolidated progress/monitoring/financial reports from all three PIUs for onward transmission to the concerned Ministries, the Implementation Monitoring and Evaluation Division (IMED), the Economic Relations Division (ERD) and the World Bank.
• Coordinate the three PIUs efforts to develop baselines, conduct monitoring surveys and organize mid-year and end of project evaluations.
• Organize periodic evaluation meetings with the relevant stakeholders regarding the progress of the activities, the difficulties encountered and possible solutions.
• Support effective administration and financing of the project and supervise the procurement process.
• Conduct contract negotiations
• Identify and develop areas of commonality or issues that affect more than one PIU and work to address them in an efficient way.
• Liaise with the PDs to ensure that all projects tendering for works, goods and consulting services is done in accordance with WB and Government requirements.
• Support the PDs in ensuring that appropriate procedures are established and implemented for the inspection and monitoring of the work of consultants and contractors, so as to be able to certify that works and services are satisfactorily accomplished in compliance with Terms of Reference and evaluate performance considering the different levels of responsibilities of the Project and synchronize key components to ensure the right results.
Expected Outputs:
To ensure effective coordination amongst relevant agencies and implementation of the project activities. She/he will provide coordination on all project related activities and assist and report to the PCU and all three PDs regarding the overall implementation status of the project.
The specific outputs include:
- Quarterly joint meetings with three PIUs chaired by PC
- Quarterly reports to GOB and WB
- Ongoing coordination and monitoring including meetings and calls with members of the three PIUs, with Bi-weekly reports to the three PIUs.
- Joint/common reporting on M&E, safeguard (Environmental and Social), Grievance Redress Mechanisms, etc.
- Coordination of common issues such as M&E surveys and evaluations (baselines, mid-term, end-term), inter-agency MOUs, etc. Participation in Implementation support missions, meetings and other activities as directed by the PC. |
Experience, Resources and Delivery Capacity Required |

Qualification and Experience:
The Project Coordinator Consultant shall have the following qualification and experiences:
(a) Academic Qualification:
Basic Educational Qualification: The Project Coordinator Consultant must have at least a Master's degree in Economics, Business or Public Finance, Applied/ Environmental sciences such as meteorology, hydrology, hydrogeology and glaciology, Atmospheric Physics, Mathematics, Geology, or equivalent and has working experiences on Meteorology, Hydrology, Environment Management, Climate Change Studies or related field.
(b) Experience:
• Minimum 15 years professional experiences with a sound knowledge on project management and administration
• At least 3-5 years of successful managerial experience.
• Working experience with planning, monitoring and evaluation of World Bank projects and other development agencies will be given priority.
• Fully conversant and possessing skills in MS word, Excel and other software application on procurement monitoring system.
• Demonstrated skills in Troubleshooting and in coordination will be an added advantage.
• Work experience with national or international organizations in hydrometeorology will be an added advantage.
• Previous experience in project management; knowledge of procurement guidelines and financial management processes of the World Bank would be an asset.
• Strong planning, communication and writing skills and a demonstrated ability to build consensus and work with inter-disciplinary teams are required; Good verbal and written skills in English and Bangla are necessary.
Assignment Period: 24MM
Implementation Arrangement:
The consultant will report to the PCU and work closely with the PDs and staff of the three PIUs, and in collaboration with the implementing and other agencies.
Selection Modality:
Selection of Individual Consultant will be carried out following GoB and World Bank Guidelines. |
