| Brief Description of Assignment |

"Operation & Maintenance (O&M) of Existing Software based Computerized Weigh Scale (SSWIM & HSWIM) including web based Live Video & Data Monitoring system of Weigh Scale Station at Borodarogarhat, Sitakunda, Chattogram for 3(Three) years.
Scope of service includes but not limited to the following:
a. Operation and Maintenance (O&M) of existing Software based Computerized Weigh in Motion Scales (SSWIM & HSWIM) at Borodarogarhat, Sitakunda, Chattogram for 3 (Three) Years;
b. Ensure Total Backup Support round the clock including all required spare parts, hardware and software of existing WIM;
c. Weigh Scale Management System (WIM) shall be guided by “Motor Vehicles Axel Load Control Station Operation Policy - 2012” and latest Government order/policy.
d. Operation & Maintenance of Centralized Weigh Scale Management System (WIM) using Oracle 11g/12c database which content
? RFID Smart Card Reader Payment Option
? Auto Generated penalty amount receipt system on the basis of Government rules
? Monitoring of Daily, monthly, yearly reporting system & Report will auto transfer to concern RHD office
? Total Overloaded Vehicle record with number of axle report,
? Axle wise Individual and total weight counting
? Customize reporting according to client requirement
? Auto Signaling System
? Automatic Software based Barrier Gate controlling system
? Automatic Digital Weight Display with penalty amount
? Auto Printed/Generated payment receipts
? Web Based Live Video & Data Monitoring system.
e. Ensure Traffic Management, Safety and Security support within the project area;
f. Upgrading works of existing system including testing and commissioning work of weigh scale system.
g. Maintenance of existing weigh scale station.
h. Supply of all type toiletries, stationeries, cookeries etc for weigh scale station;
i. Networking with the Bank for Auto Data Transfer of Collected Penalties;
j. Insurances;
k. Institutional operational Training in Equipment Manufacturing company for 5 Person 6 Days training.
l. In future, for any additional Weigh Scale lane- SSWIM or HSWIM, apart from existing 5(Five) lanes, that needs to be synchronized with the existing WIM system." |
| Experience, Resources and Delivery Capacity Required |

1. Experience of the Firm in similar assignment Completed/ongoing successfully as follows;
a. Service provider must have experience certificate for Operation & Maintenance (O&M) of axle load control station (SSWIM & HSWIM) with minimum contract value of BDT 0.75 (Zero Point Seven Five) crore in a single contract.
b. In the experience as sought above if from outside Bangladesh, the experience certificate and the tenderer shall have to be authenticated by his/her Embassy/high commission Office. In case the language of the experience certificate is not English or Bengali, then the certificates must be translated in English and the translated copy should also be authenticated by his/her Embassy/high commission Office and submitted along with the tender.
c. Background of the firm with general experience of minimum 10 (Ten) years in WIM (Weigh in Motion) operation & maintenance related works by Authentic Documents & overall experience in/c company’s brochure.
d. Service Provider must have experience certificate for smooth operation & maintenance of similar web based Electronic/Computerized real time video & data monitoring system of axle load control station project. |

Submission of EOI shall be in closed format mentioning the name and address of the applicant, EOI ref. no. & date and be addressed to the EOI issuing Authority in 2(Two) copies; 01 (One) marked as “ORIGINAL” and other as “COPY” in separate envelope in the form of book binding, Both the “ORIGINAL” and “COPY” shall have to cover within a single envelope. The applicant shall mention the page no. serially and singed by authorized representative in every page of submitted EOI document. |
