INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
The consultant will provide technical and analytical support to Project Director (PD) at RHD and the Public Transport Advisor. S/he will be a part of the Project Implementing Unit (PIU) and will be responsible to assist in all relevant transport planning and technical matters. The key responsibilities include:
• Work under the guidance of the Project Director, RHD in all planning and policy issues on urban transport sector.
• Assist the PD to finalize the BRT Detail Design by reviewing detail design reports, drawings and tender documents to ensure quality of the deliverable etc. to be provided by consultant firms.
• Assist the PD in detail technical analysis, feeder service design and cost estimation for the Phase wise implementation of BRT Line – 3.
• Assist the PD in developing joint operational plan for both BRT line 3 North and South.
• Review and provide inputs to the activities of the other consultancy services on public transport and regulatory issues.
• Review the bus restructuring proposal and provide advice.
• Carry out the above services in the best interest of the government with reasonable care, skill and diligence with sound engineering, administrative and financial practices; and
• Coordinate tasks with other members/consultants in the PIU and RHD as well as other organizations, such as RTHD, DTCA, DNCC, BP, Planning Commission, DOE, ADB and WB.

| Experience, Resources and Delivery Capacity Required |

The selected individual should:
• Have B.Sc. in Civil Engineering/ Urban Planning or Masters in Transport Planning/ Urban Planning or relevant subjects.
• Have five years of overall experience with three years relevant experience in Urban Transport.
• Have an understanding of principal urban transport issues, particularly public transport and road traffic management issues in Dhaka and be prepared to work independently to conduct research.
• Have advanced abilities to obtain and display geographical and other data with high presentation standards.
• Have strong skills of personal organization and administrative abilities and work experience in Donor funded projects.
• Have high standards of spoken and written English.

RHD now invites eligible applicants to indicate their interest in providing the services. Interested applicants are required to submit their Expressions of Interest (EOI) in accordance with the Application Forms, comprising a CV (including employment history with duties and responsibilities) and a forwarding letter describing briefly the reasons that the applicant considers him / her-self best suited to perform the assignment.
Detailed Terms of Reference (TOR) and other information will be available upon request from the address provided below either through email or in person. ToR is also available in RHD’s website (www.rhd.gov.bd).
The consultant will be selected following the Selection of Individual Consultant method of the World Bank Procurement Regulations for IPF Borrowers, July 2016, revised November 2017.
The consultancy service will be for 12 man-months and it is expected that the service will commence in October 2018 at Dhaka, Bangladesh.
