Brief Description of Assignment |
: |
The objective of Consultancy Service is to provide technical supports with PMU, LGD and target CCs and Pourashavas to implement and achieve the set impact, outcome and outputs of automation program.
1. Municipal Finance Specialist
1. Assess existing municipal finances, including holding taxes and cost recovery for basic services’ review the potential for cost recovery and ensure that the issue of resource availability, resource transfers and an incentive structure for service providers are addressed;
2. Assist to improve CC’s and Pourashavas ability to improve municipal revenues, including increased tax collection efficiency, tax rationalization ; and prepare guidelines on improving holding taxes and cost recovery issued classifying the holdings by residential, institutional, commercial and industries uses with different tariff slabs based on earnings and burden on municipal serves;
3. Prepare report update to assessment of holding taxes and cost recovery for basic services, accelerate collection of outstanding holding taxes ( property, electricity, water and conservancy)
4. Develop other financing strategies and mechanism to ensure sustainability of LGD/CCs/ Pourashavas in accomplishing its UPEH mandates.
2. IT specialist
1. Assess the existing financial management systems at LGD, CCs, and project management units, and prepare information plan, database design, including relevant formats, components and tools (manual and electronic) for data collection and processing/analysis;
2. Develop computerized financial management information systems for CCs, UPEHU and CCPIUs, FMIS which include the following applications: financial management (planning, budgeting, financial reporting, auditing), performance audit, bank management, human resource management, project management, procurement, and inventory management;
3. Help develop computerized database system for property tax system at CCs; |
Experience, Resources and Delivery Capacity Required |

1. Municipal Finance Specialist
The Municipal Finance Specialist will have a public finance, economics, business management or accounting degree (preferably post-graduate); with at least 10 years’ experience in the area of public finance.
2. IT specialist
The IT specialist will have a postgraduate degree in Information Communications Technology (ICT) or equivalent with more than 10 years’ experience in systems development, preferably with functional applications in finance and accounting in the government sector. |

Duration of the Assignment
18 Months, may be extended based on requirement and performance of the incumbent.
