Request for Expression of Interests for Selection of a Firm for Upgradation & maintenance of existing MIS, development of Offline & Smart Mobile Tech and ensuring O&M Support(Contract Package No.S-49)
The consulting services (“the Services”) include 3 (three) Key Tasks: (1) Enhancement of existing MIS System along with M&E System, (2) Development of New Android-based Mobile Application (APP) with Geo-tagging, and (3) Maintenance and Provision of Support Services. The estimated level of effort (professional staff-months) required would be 304 man-months. The implementation period will be 36 months with expected date of start of the assignment from 01.01.2019 [Please refer to the Terms of Reference (TOR)].

The Local Governance Support Project-3 (LGSP-3), representing Local Government Division (LGD) of the MoLGRD&C, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
1. Registration of Consultant (firm) and age of the Consultant in business;
2. Availability of resources and corporate capacity of the firm (including Financial Capability, Annual Turnover and relevant financial information of last 5 years);
3. Experience of the Consultant (firm) in similar task. The firms have to fulfill the following experiences with supporting documents:
i. Should have min. 5 years of overall experience of software designing, configuration, development, implementation, and supporting with maintenance;
ii. Should demonstrate experience of developing mobile based application with proven track record of internationally recognized apps (please provide documented examples);
iii. Should have experience of data migration in terms of multiple database/ application to central database/ application;
iv. Should have experience in training of database related application;
v. Should have experience of providing maintenance support to MIS related assignment(s);
vi. Should have completion certificate of MIS software in Government/ Private or any other National / International Organization;
vii. Preference will be given to the firms having CMMI Level-3 or higher Certification; and
4. Experience of the Consultant (firm) in other works.
Key Experts will not be evaluated at the shortlisting stage.

"The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality & Cost Based Selection (QCBS) method set out in the Procurement Regulations.
