INFORMATION FOR APPLICANT

Brief Description of Assignment : 10.1 Details of the project (Review of all information relating to project name, entrepreneurial ministry, implementing agency, implementation period, estimated expenditure, year-wise expenditure estimation, project objective, approval / correction, funding, project background etc.); 10.2 To gather information of overall and detailed implementation status of the project activities under the 8 packages of land acquisition and development, civil works, viaduct, station building, electro-mechanical, rolling stock etc., including the acquisition of real-time (real and financial) information, insertion, analysis, tables / charts etc.; 10.3 Monitoring and review of utility shifting and rehabilitation activities; 10.4 Presentation of the impact of the project and the way to improve the traffic management in the project area during the project; 10.5 Dissemination of new technologies used in the project; 10.6 Recommendation on railway management and passenger management; 10.7 Review of maintenance and repair project’s components after implementation of the project; 10.8 Detailed information about the repair and development of existing roads along with the alignment of Metro Rail; 10.9 Possible risks after the implementation of the project and the proposals to be taken to resolve it; 10.10 Recommendation on Human Resources Management and Capacity Development of the company operating in the management of Metro Rail; 10.11 Providing feedback on the manner in which determining tariffs can be adopted; 10.12 Current progress analysis and review against project objective; 10.13 Monitoring and review whether the feasibility study was conducted on the implementation of the project and whether the feasibility study was sufficient and appropriate; 10.14 To examine whether the procurement process (invitation of tender, evaluation of tender, approval procedures, contract awards etc ) under the project done as per PPA-2006/PPR-2008. (In this case, the review of Tender process and evaluation is noteworthy; whether the package of purchasing activities mentioned in the DPP has broken, if so, it is necessary to check whether it is justified and approved by the appropriate authorities); 10.15 Monitoring and review of the manpower and others accessories related to managing and maintaining the products, operations and services that are collected / to be collected under the project; 10.16 Monitoring and review whether the quality, according to the specific BoQ, collection and the specification of the products, work and services related to the collection / collection process under the project. To examine that the quality is ensured according to the specification. The quality of the certification can be obtained from the field level by sampling and testing the in laboratory. Apart from the field level, information gathered through the Individual Interview, KII (Key Informant Information) & FGD (Focus Group Discussion) will be collected); 10.17 Rationalization of DPP's year-wise allocation and finance needs and analyzing whether the project has been implemented according to the work plan from the beginning of the project; Suggestions for remedial measures and recommendations for future by identifying if the plan is interrupted; 10.18 Analysis, observation and review of various aspects related to the implementation of the project such as land acquisition, utility transfer and delay in project implementation, ie delay in the purchase / procurement of goods, weakness in management, expansion of the project, expiration of expenditure; 10.19 SWOT analysis of the project; In order to prepare the necessary recommendations for the overall accuracy, error, vulnerability or incompatibility review to overcome the weakness; 10.20 Impact assessment of the project considering the socio-economic context; 10.21 Use of sign-signal post in project roads and assessment of impact of traffic services and their impact on discipline 10.22 Monitoring of the use of tools for project management of CPM, WBS, Gantt Chart etc. of implementing unit implementation; 10.23 Preparation of evaluation report based on the information gathered from the project area with necessary recommendations based on the various observations received and the approval by the purchasing agency (IMED); 10.24 Finalizing the evaluation report considering organizing a local level and national level workshop and informing the findings of the work and considering the feedback / recommendations received in the workshop; And 10.25 Other related matters related to the project determined by the purchasing agency (IMED).
Experience, Resources and Delivery Capacity Required : At least 1 (one) year working experience at relevant field.
