Required Educational Qualification:
Procurement Specialist:
• B. Sc. in engineering / Master’s in business administration or procurement or law or other relevant subjects.
• Advanced academic / professional qualification in procurement / purchasing and supply chain (e. g. MCIPS, CPSM) will be preferred.
Senior Financial Management Specialist:
• Post-Graduation (Masters) in Accounting, Finance, MBA or Post Graduation (Masters) with Accounting Credibility.
• Professional accounting qualification CA, CMA, ACCA etc. will be preferred.

Experience and Skills Required:
Procurement Specialist:
(a) Minimum 07 years’ experience with a Government/ Public Enterprise/ NGO/ Consulting/Project Advisory / National or International Bank or Financial Institution/ UN agencies, Out of which five (5), at least five (5) years’ work experience in the field of procurement.
(b) Sound understanding of principles underlying good procurement practices; procurement guidelines of international agencies; procurement rules and procedures of the Government of Bangladesh; ability to identify and resolve procurement issues.
(c) Ability in computer operation with experience of working independently.
(d) Excellent communication skills in English, both written and spoken.
(e) Experience in preparation of procurement plans for Government projects, bidding documents, RFPs and evaluation reports following Government of Bangladesh’s Public Procurement Rules (2008).
(f) In depth knowledge of technical, commercial and legal aspects of procurement in development projects, financed by the government and the World Bank.
(g) Hands on experience in eGP (electronic government procurement of Bangladesh government)
(h) Strong communication skills in presenting, discussing and resolving difficult issues. Ability to work efficiently and effectively in a multidisciplinary team.
Senior Financial Management Specialist:
• Minimum 15 years of Job experiences in the similar field with Donor of which at least 5 years of specific experience as Financial Management Specialist or similar position, preferably with IDA or another Donor funded project;
• Working experience in BFD or ministry will be preferred;
• Trained on operating Financial Implementation Software;
• Have had hands-on experience in Microsoft or similar computerized Accounting;
• Proven track record of ability to develop a Chart of Accounts befitting the relevant computerized accounting system and the report;
• Strong interpersonal communicative skills, experience in team leadership and participatory management;
• Demonstrated capacity to work in foreign aided projects in a team environment;
• In depth knowledge of technical and legal aspects of financial management in development projects, financed by government and the World Bank;
• Proficiency in computer operation with experience of working independently; and
• Must possess excellent communication skills in English, both written and spoken.
• Computer skills and handling of computer-based accounting systems and software is a prerequisite.
