Senior Procurement Consultant
• 15 (fifteen) years general experience;
• 10 (ten) years of relevant experience in public procurement or have had responsibilities with a substantial content of his / her position in the procurement area (use of internationally accepted contract documents for works, goods and services;
• Sound understanding of principles underlying good procurement practices and international agencies’ procurement guidelines; understanding of Government’s procurement Act/Rules; analytical capability in identifying and resolving procurement issues;
• 6 (Six) years of procurement experience working with the World Bank Procurement Guidelines/ Regulations;
• Specialized knowledge of (e.g. through training or on–the-job) and significant experience in substantive areas/aspects of procurement (e.g. procurement of goods; various forms of construction contracts;
• Selection/ contracting of consultant services; preparation of bidding / contract documents for the international procurement of goods, works, services; public procurement policies; sustainable procurement; advanced contract management; FIDIC contracts etc.);
• Solid working knowledge on the PPA, 2006 and the PPR, 2008. Experience in the preparation of bidding documents/Requests for proposal for procuring of goods, works and services as well as evaluation of the same;
• Knowledge and understanding of the e-Government Procurement (e-GP);
Financial Management Expert
• Minimum 15 years of Job experiences in the similar field with Donor of which at least 8-10 years of specific experience as Financial Management Expert or similar position, preferably with IDA or another Donor funded project will be preferred;
• Professional accounting qualification CA, CMA, ACCA etc. will be preferred;
• Working experience in government system will be preferred;
• Trained on operating Financial Implementation Software;
• Have had hands-on experience in Microsoft or similar computerized Accounting;
• Proven track record of ability to develop a Chart of Accounts befitting the relevant computerized accounting system and the report;
• Strong interpersonal communicative skills, experience in working with team spirit and participatory management;
• Demonstrated capacity to work in foreign aided projects in a team environment;
