INFORMATION FOR APPLICANT
|
Brief Description of Assignment |
: |
BCIC has planned to build a new, modern, energy efficient & higher capacity Granular Urea Fertilizer Factory in the place of existing UFFL and PUFFL by shutting down the factories with the consumption of same gas by both factories but production rate higher i.e. Granular Urea 2800 MTD(924000 MTY) & Ammonia 1600 MTD. A special trait of this Fertilizer factory in Bangladesh where the environment pollutant Carbon-Di-Oxide(CO2)will be captured from the Primary Reformer Flue Gas and the Production of Urea Fertilizer will be increased(about 10%) by using the captured CO2 which is unique in Bangladesh.
For monitoring implementation activities of the said project, Client needs to appoint a reputed and experienced International Consulting Firmfor about 42(Forty Two) months. Consultants responsibilities or assignments include, but not limited to the following:
1. Checking & monitoring the Land Development, Pilling, Construction, Erection and Installation works of the General Contractor (GC).
2. If any deviation is found, make a report to the Client about it.
3. Assist Client during the Kick-off meeting.
4. Review the Plot plan, Engineering design & drawing.
5. Checking Procurement planning submitted by GC.
6. Checking supply schedule given by GC.
7. Check and ensure that all the delivered/received machinery and equipment are in good condition and as per Contract between Client& GC as well.
8. Monitoring Installation, Fabrication and Assembling of the Equipment.
9. Monitoring Mechanical Completion & certify the Mechanical Completion report preferred by GC for submission to the Client.
10. Check performance of equipment and monitor all critical steps leading to final acceptance of the project and submit report to the client.
11. Monitor Pre-Commissioning and Commissioning activities for the Client step by step.
12. Monitor start-up of the Plant. Initially Plant wise & thereafter total Plant simultaneously.
13. Monitor performance of the Project during demonstration run and Performance Guarantee Test Run (PGTR) and submit report to the client.
14. Submission of following report with necessary comments :
A) Mechanical Completion report.
B) Pre-commissioning report.
C) Commissioning report.
D) Demonstration run& PGTR Report.
E)Project Completion report after successful Completion of PGTR.
15. Schedule control & related work progress report preparation.
16. Monitoring of the total implementing activities of the entire Project whether the activities are doing in accordance with the agreed Project Schedule. Monthly report is to be submitted to the Client by the Consultant. If any deviation is found, the consultant shall mention the same in their report with their comments.
17. To check & verify the monthly Work Progress report submitted by GC for payment purpose.
18. Final report submission regarding Final acceptance of the Project.
19. Assist Client during Technical meeting with GC.
20. Apart from above, rendering any other Technical Service related to project as & when required. |
Experience, Resources and Delivery Capacity Required |

1. The Consulting Firm should be Internationally reputed. Background of firm (s) with detailed brochure to be submitted along with authentic document and proof of each and every credit criteria mentioning their facilities and areas of expertise [Registration Certificate, Registered Address, Legal Status, Information of non- performance of contract and pending litigation (if any). Without such evidences the proposal shall be rejected.
2. Minimum 10(Ten) years’ experience in Project Management, Supervision & Monitoring and Implementation of Urea Fertilizer Project having Production Capacity not less than 1700 MTD (5,61,000 MTY) Granular Urea &1000 MTD Ammonia, years counting backward from the date of Publication of EoI notice.
3. Having overseas experience as Consulting Firm of at least 02 nos. Urea Fertilizer Project, Production Capacity not less than 1700 MTD (5,61,000 MTY) Granular Urea &1000 MTD Ammonia in each in the last 10 years, years counting backward from the date of Publication of EoI notice.
Resources and Delivery Capacity Required
4. Availability of appropriate experienced and professionally qualified persons / experts among the staff and resources to carry out the assignment (CV of each such experts must be submitted).
5. Having average annual financial turnover of USD 03 (Three) million for last 3 (Three) years, years counting backward from the date of publication of EOI Notice.
6. List of the experts (namely Ammonia, Urea, Utility, Power plant, Mechanical, Electrical, Instrument, Civil, Urea Granulation, CO2 Recovery Plant, Environment etc.) and staff with qualification. |

Interested Firms shall obtain EoI document on all working days during office hours from 10.00 hrs. to 16.00 hrs. from the office of General Manager(A&F), GPUFP, 15th Floor, BCIC Bhaban, BCIC, 30-31 Dilkusha C/A, Dhaka, Bangladesh. The price of EoI documents is US$ 20.00 or BDT 1500.00(Non-refundable).
The language of EOI’s document and all correspondence shall be in English.
Proposal shall be submitted into 01(one) Original, 03 (three) copies and 01(One) soft copy CDR media (Microsoft Work PDF).
All mandatory documents duly attested by designated person of the Applicant’s Embassy must be submitted along with the EOI.
The EOI shall be sealed properly and marked clearly on top side of sealed envelope.
EOI proposals will be received in GPUFP office, 15thfloor, BCIC Bhaban, BCIC, 30-31, Dilkusha C/A, Dhaka-1000 up to 11.30 BDT on 13/5/2019 in the box reserved for receiving the EOI proposals
EOI proposals will be evaluated as per the provisions of PPA-2006 & PPR 2008. |
