| Brief Description of Assignment |

Currently BRTA has head office in Dhaka, 62 circle/field offices and 7 Regional/Divisional offices throughout the country. BRTA has been maintaining a true online database of registered motor vehicles and motor driving licenses.
Presently there are 04 (four) contracts running in BRTA in IT sector. These are:
(1) BRTA Information System (BRTA-IS) for registration, fitness, route permit etc. services;
(2) Motor Vehicle Tax & Fees collection through online banking system;
(3) Smart Card Driving License System;
(4) Retro-Reflective Vehicle Number Plate and Radio Frequency Identification (RFID) System;
The Software and hardware used in the above contracts need to be integrated with Enterprise Resource Planning (ERP), Web Portal, IT infrastructure etc. and a newly established project titled "Establishing Data Center and Web-Portal System for Digital BRTA”.
The tasks to be performed, but not limited to the followings, are:-
1. Development of the Computerized Automated Vehicle Inspection System and Supply, Installation, commissioning, Operation, Maintenance and Support Services and Integrate the System with existing BRTA-IS for 5(five) years;
2. Install, Maintain and Support Service of Wide Area Network (WAN) and LAN which will keep all Terminal of VIC real time On-line from all the offices of BRTA countrywide;
3. Provide, install and maintain Intranet connection at around 70-75 different geographic locations of BRTA offices including BRTA HQ and LAN/WAN connection to all PCs used in those offices through Fiber optics cable or wireless modem or broadband connectivity;
4. Approval System of Vehicle Inspection Certificate;
5. Generate customized reports instantly from database as per requirement of BRTA from time to time;
6. Provide and assign full time professional personnel to required VIC testing Lanes/Centers/BRTA Offices to perform the assignments accordingly;
7. Provide theoretical and practical training to all motor vehicle inspectors(MVIs) and nominated/selected officials of BRTA for capacity building relating to testing equipment, machinery and hardware at VICs for fitness testing and issuance of fitness certificates after 04 (four) weeks from the commencement of the contract agreement. |
| Experience, Resources and Delivery Capacity Required |

Farm(s)/Service Provider(s)should have to fulfill the following criteria with supporting document:
1. At least 10 years overall experience of Software Development, Maintenance and Operation;
2. The Service Provider must Provide Client Testimonial as a proof of Real Time On-Line Vehicle Registration Software including capable of issuing Fitness Certificate Development/Customization/Up-Gradation, Installation, Operation, Maintenance including Networking and Hardware Maintenance in any Government Sector Vehicle Registration Authority within last 5 (Five) years;
3. Must have experience in install and maintenance of Wide Area Network Service in similar nature of fields within the last 5(five) years in any Govt. Department/Agencies/Multinational company (provide experience certificate);
4. Minimum average annual turnover of TK. 10.00(ten) Crore, calculated as total certified payments received within the last three (3) years;
5. The Service Provider must demonstrate access to, or availability of, financial resources such as liquid assets and/or line of credit facilities from a scheduled bank to meet the minimum cash-flow requirement of Tk. 10.00 (ten) Crore;
6. The Service Provider must Provide Certificate as a proof of CMMi Level 3 or above Certification for Software Development Processes to ensure international standard processes and practices are followed in development of Software;
7. Sole Agency Certificate including authorization from VIC equipment Manufacturer's to participate in this bid if the bidder is not manufacturer itself;
8. VIC equipment Manufacturer's must have experiences in complete testlane solution including equipment and software worked in overseas countries;
9. VIC equipment Manufacturer must have experience in the past 5(five) years that it has completed at least one customer project with no less than 3 testlanes using complete solution of the manufacturer only;
10. VIC equipment Manufacturer must have such experience in government agencies;
11. The Service Provider shall submit last three years audited financial reports; |

Submission of EOI should be done in closed format bearing the name and address of the firm, EOI No. & Date and be addressed to the EOI issuing Authority in 2 (two) copies;01(one) marked as “ORIGINAL” and other as “COPY” in separate envelopes in the form of book binding. Both the “ORIGINAL” AND “COPY” shall have to be covered within a single envelope. The applicant shall have to mention the page number serially in every page of submitted EOI document. |
