| Brief Description of Assignment |

The PPME Firm among others will provide (i) Project baseline, endline and slum survey, (ii) Semi-annual ISI Performance Monitoring Survey; (iii) verify and update red cards for poor households annually and support the PA-NGOs for effective management of the red card system; (iv) conduct/ update GIS survey covering the 45 PA areas; (v) assess the PA NGO incentive scheme; and (vi) evaluate training/capacity building in all spheres of the project components and (vii) Revised Quarterly Progress Report format to include monitoring of indicators for quality of services and performance targets. Additionally, the firm will link with the HMIS and submit reports to the PMU for measurement and decision making. Moreover, data collection, data coding, data scrutiny, data management and data computerization relating to the tasks will be of prime importance. In view of the above tasks, the firm will develop detailed methodology and survey design to monitor and evaluate the partners’ performance and inform the PMU. |

The PPME firm will have at least 10 years of experience in similar monitoring and evaluation work. Firms with previous experience in the urban health sector will be given preference. The Firm should have a team comprised of a variety of skills to ensure that the assignment benefits from global best practices in Project Performance Monitoring, coupled with in-depth knowledge of the local context for implementation of monitoring and evaluation activities in urban Bangladesh. The consulting service will require about 144 person months and to be implemented over 42 calendar months from the commencement date. The assignment location will be in Dhaka, Bangladesh and other urban areas of the project. |

Interested consulting firms must submit an “Expression of Interest (EOI)” in a standard form, using the “Template for Expression of Interest (Consulting Firms)”, which can be obtained by contacting the Project Director (UPHCSDP-II) or downloading from the ADB website (https://www.adb.org/documents/recruitment-firms-individual-consultants-executing-agencies and click “Expression of Interest for All Selection Methods”) or project website (www.uphcp.gov.bd). 7. A consulting firm will be selected following the Quality and Cost Based Selection (QCBS) method in accordance with the procedures set in the Guidelines on “The Use of Consultants by Asian Development Bank and its Borrowers”. The EOIs will be evaluated based on the complete information provided in the Template for Expression of Interest (Consulting Firms). The firm(s) should include in their expression of interest the following information: a) General and overall experience of the firm; b) Experience working in similar geographic regions of countries; c) Annual turnover of the firm for the last five years; d) Nature, cost, person month inputs, employer, location and disciplines required for the work undertaken; e) Experience of the firm in the required area of expertise; and f) Summary of permanent professional employees and resource persons. |
