Brief Description of Assignment |
: |
The objectives of the consulting services are (i) Based on the BCC strategy, develop, implement and monitor an integrated, multi-channel behavior change communication and advocacy campaign to increase adoption of the five priority behaviors by the respective target groups; (ii) Establish the “Rainbow Clinic” brand, as the preferred service provider for maternal and child health services among low and middle-income households, community influencers, and stakeholders; (iii) Develop a national advocacy plan for project transition through participatory consultations with LGD, Ministry of Health, ULBs and community leaders; (iv) Support the advocacy plan implementation and monitoring at the national level and in the 45 project areas through BCCM events that encourage project ownership and stockholder participation in the project transition; (v) Develop skilled BCC master trainers at the PA NGO level that can train NGO staff to plan, implement and monitor BCCM activities in the field; and (vi) Build institutional capacity of PA NGOs, to develop and implement local BCCM media campaigns to sustain the project. . |

5. The Consultant(s) should have a team comprised of a mix of international and national staff to ensure that the assignment benefits from global best practices in behavior change communication and coupled with in-depth knowledge of the local context of how to implement outreach activities in urban Bangladesh. The BCCM Firm will engage three (3) full time specialists at the national level. The specialists comprise: (i) BCC Specialist/Team Leader: Responsible for the strategic BCCM plan implementation, research design, IPC and capacity building trainings and community mobilization events. (ii) Advocacy and Marketing Specialist: Responsible for Advocacy with LGD and ULBs, Project Branding, Press releases, In-house reports, and Special events. (iii) Media specialist: Responsible for concept development and production of mass media outputs, outdoor, radio, mobile, social media, and project website. To support the 45 PA areas in BCC capacity building and outreach, the Firm will provide nine (9) skilled, full-time BCC Technical Officers (TOs). Each TO will be responsible for supporting the BCC media plan in five (5) project areas. They will have cross-cutting communication and training skills. Stationed in one of the five project areas that is under their responsibility, they will rotate as per program needs. The consulting services will require about 125 person-months and to be implemented over 45 calendar months from the commencement date. The assignment location will be in Dhaka, Bangladesh and other urban areas of the project. The BCCM firm will have at least 10 years of experience in similar BCCM related work.
