INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
The People’s Republic of Bangladesh has received financing from the World Bank towards the cost for the Program for Supporting Rural Bridges (SupRB), and intends to apply part of the proceeds for consulting services.
The objective of the assignment is to: (i) Address knowledge gaps in Bridge Asset Management among concerned engineers, working at head quarter and field level of LGED through appropriate means; (ii) Build capabilities and cascade learning through the development and distribution of knowledge products, (iii) Preparation of the 5 year bridge maintenance management work programs with annual updates; and (iv) Developing LGED’s technical and planning capabilities to prepare the 5 year bridge maintenance work programs.
The Consultants services will be commenced by October 2019 and total duration of the assignment will be 12 months over 48 months of program duration.

Educational Qualifications:
• B. Sc in Civil Engineering from any reputed University in Structural Engineering or Bridge Design and Maintenance or equivalent;
• Candidate with Master Degree in the above-mentioned discipline will get priority.
Experience:
• Minimum 15 (fifteen) years of overall experiences, out of which 5 (five) years progressive relevant international experience in rural bridge maintenance and management and at least 5 years of experience in inspection, inventory, M&E, management or similar assignment;
• He should have proven leadership and project management capability, personnel management and interpersonal skills, work skills in multi-disciplinary and multi-cultural team environments, excellent report preparation skills with computer literacy;
• With experience in writing manuals, policy papers, training modules and/or other technical writing work;
• Has demonstrated capacities in providing and facilitating capacity building interventions and technical assistance on Rural Bridge Maintenance and Management System;
• Excellent written and oral communication skills in English fluently.
Appropriateness:
• Computer skill (MS word, Excel, Power point, etc.),
• Recent Training Certificate in relevant areas,
• Experience with load rating, non-destructive test analysis and bridge inspection is preferred,
• Experience with setting up and managing of Rural Bridge Maintenance and Management System,
• Experience with developing training materials and providing training as well as conducting Training Needs Assessments,
• Working experience in South Asia.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (Revised November 2017) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Selection of the abovementioned consultants will follow the procedures for selecting Individual Consultants described in the “The World Bank Procurement Regulations for IPF Borrowers, Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services, July 2016 revised in November 2017”. |
