INFORMATION FOR APPLICANT

Brief Description of Assignment |
: |
The Individual Social Safeguard cum Communication Specialist will carry out the following main activities, but not limited to:
a. To lead and coordinate the design and implementation of a comprehensive strategic communication to facilitate the project to achieve its development objective.
b. To provide support the social safeguards team in ensuring communications with stakeholders so as to meet the objectives of the Environment and Social Management Framework (ESMF) and Resettlement Policy Framework (RPF).
c. Lead development and implementation of a Communications Strategy:
i. Develop and implement a communication strategy to facilitate DSCC to achieve project development objectives. The strategic communication will include behavioral change communication, results promotion and risk mitigations.
ii. The strategy will take inputs from the communications need based assessment.
iii. Develop an action plan and calendar for communication activities using multiple tools and channels in coordination with the different activities/programs of the consultant firms to be hired to implement Strategic Communication.
iv. The Consultant will implement most of the key activities to be laid out in the communication strategy & Action Plan.
v. Conceptualize and oversee setting up of a project website, and communications through new media and social media.
vi. Provide strategic guidance in developing key messages and content for dissemination.
vii. Maintain media relations and ensure periodic news coverage.
viii. Assist the PIU in preparing ToRs and reviewing various products and reports of communication firms.
ix. Capture and share results stories, lessons, and knowledge.
x. Draft press releases, talking points and editorial pieces (op-eds) as and when needed.
xi. Ensure systematic monitoring and evaluation of the communication program in order to track progress and capture results of the proposed communication interventions over time;
d. Support the social safeguards team on communications with stakeholders:
i. Assist the Project Director, Resettlement and Gender Specialist, and the safeguards team in reviewing and appraising subprojects designed by Design, Supervision and Management (DSM) consultant for social development compliance to ensure that proposed subprojects will not disadvantage marginalized groups.
ii. Support to DSCC PIU in conducting consultation and participation programs among communities and affected people.
iii. Provide technical assistance to DSCC PIU in organizing communities to participate in the implementation and in the management of actual operations and maintenance of subprojects;
iv. Design, formulate and lead the development of the communications and advocacy strategy for behavioral changes adoptive to safe use of civic facilities and urban infrastructure within the scope of the Right to Information Act 2009 and Bank policy information disclosure; work for establishing Grievance Redress Committees (GRC);
v. Support to the PIU in consulting officials, stakeholders and beneficiaries to ensure their views are captured in outreach activities to reflect the human element and development results of the project including subproject design and resettlement measures;
vi. Support project events (launches, field visits, ceremonies, etc.) with a view to issue actionable recommendations to improve event management, outreach and advocacy around key development dimensions;
vii. Assist DSCC PIU in the preparation of social monitoring reports including quarterly monitoring reports, subproject completion reports and the project completion report and any other tasks assigned by the Project Director;

Experience, Resources and Delivery Capacity Required |

General Qualification and Experience:
• Master’s degree (Communications, Journalism, International Relations/Public Affairs, Economics/ Business Administration, Marketing or another related field). excellent English and Bangla language skills and proficiency to write and edit complex communications products for purposeful structure, clarity of ideas, and logical, persuasive presentation will be required.
• Minimum 8(eight) years relevant work experience and minimum 4(four) years in Urban infrastructure development projects financed by the World Bank/Donor assisted projects.
Specific skills and Experience (but not limited to):
• Extensive experience in the field of communications including strategy development, advertising, public relations, media, advocacy, campaign, social marketing, development communication and related activities in Bangladesh;
• Extensive experience and capacity to plan, design, develop, and deliver/disseminate information products such as audio-visual and print materials, advocacy and campaign, web-based products and implement communication activities such as workshops, seminars, FGDs, roundtables etc;
• Proven experience in writing and editing various communications materials, such as brochures and other documents that target a variety of external audiences including donors, member agencies, volunteers, community partners and other customers basic web software, PowerPoint and other presentation software.

The Project Director now invites eligible applicants to indicate their interest in providing the services. Applicants are invited to provide information to qualify for performing the services (complete CV, attested certificates, Expected remuneration & Submission letter).
Detailed Terms of Reference (TOR) will be available upon request from the address provided below either through email or in person.
The consultants will be selected using the selection of Individual Consultant in accordance with the current World Bank’s Procurement Regulations for IPF Borrowers, July 2016 updated in November 2018.
The services will be commenced immediately after selection at Dhaka, Bangladesh. Consultant’s contract duration will be of 60(sixty) months with possible extension of service subject to satisfactory performance to be evaluated yearly.
Expressions of Interest shall be submitted by 28/07/2019 during office hours on weekdays either in sealed envelope sent to Project Director, and be clearly marked "Expressions of Interest for Social Safeguard cum Communication Specialist”.
The procuring entity reserves the right to accept or reject any or all REOIs without assigning any reason, whatsoever.
