INFORMATION FOR APPLICANT

Brief Description of Assignment : The Government of the People’s Republic of Bangladesh (GoB) has received an Advance from the International Development Association (IDA) towards the cost of project preparatory activities of the proposed Dhaka Public Transport Improvement Project (DPTIP), to be implemented by the Roads and Highways Department (RHD) and intends to apply a part of the proceeds of this Advance to pay for a project management consultant (Package no: RHD-PPF-S1) The objective of this consultancy is to efficiently manage the project through assistance to PIU of the employer and to the employer such that envisaged each and every activity of the project is completed in agreed timeline, within budgeted cost frame and in full compliance with the WB guidelines and applicable Employer’s acts, rules and regulations. The objective is also to achieve agreed-upon project monitoring indicators in stipulated time frame. 3. This consultancy includes supports for project management to PIUs during project preparation, review and revision (if needed) of operational plan and design (including infrastructure and ITS system) of BRT line-3, preparation of business and financial models of BRT, feeders, terminal and depots of BRT Line-3, supporting for procurement planning and initial procurement etc. The contract for this consulting services will comprise two parts: contract for the Phase I will be implemented during the preparation period based on the lump sum amount. Contract for the Phase II will be implemented during the main project implementation period based on time-based inputs.
Experience, Resources and Delivery Capacity Required : The RHD now invites eligible consulting firms (“Consultants”) to indicate their interest in providing aforementioned Services. Interested Consultants should provide information demonstrating that they have the required qualifications, relevant experience and staff resources to perform the Services. The short-listing criteria are: (i) General experience of the firm(s); (ii) Experience in similar projects of compatible size, complexity and technical specialty in the required area; (iii) Financial soundness of the firm; and (iv) Evidence of availability of qualified staff resources and logistics with the firm. Consultants are requested to submit the following documents in support of the above-mentioned criteria: (a) Registration paper of the firm (s); (b) JV agreement/letter of intent (if applicable); (c) Firm’s brochure; (d) Audited financial reports for last three years; (e) service experience record (including nature, total cost, total input in terms of man month, employer, location of service, etc.) and (f) available staff resources and logistics. 6. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers, July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 7. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. Such joint venture or sub-consultant should have real and well-defined inputs to the assignment and it is preferable to limit the total number of firms to a maximum of four.
Other Details (if applicable) : The consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in Procurement Regulations. It is expected that 1st part of the services will be commenced tentatively in October 2019 and will be completed in June 2020. The 2nd part will be commenced after the effectiveness of the project. Terms of Reference (ToR) will be available in the office of the undersigned, and also in the RHD’s website (www.rhd.gov.bd). Expressions of Interest must be in English language and delivered to the address below (in person, or by mail ) by 17:00 hours (GMT+ 6 hours) on or before August 14, 2019.
