Brief Description of Assignment |

he objectives of the consulting services are: (a) Enable large volume data processing and communication of information in real time at low cost by (i) Implement a basic facility/patient management system as a base for healthcare data collection as well as to support and facilitate patient data management on facility level. (ii) Implement an HMIS platform based on DHIS2 to support healthcare planning and the development of healthcare strategies. (iii) Provide the relevant parties (facilities, ULBs, PANGOs where applicable, PMU, etc.) with web-based entry forms for health care data and a web-based dashboard to review, visualize and analyze data. (iv) Provide a web-based GIS for geocoded data to visualize collected data. (v) Improve local capacities and capabilities in HMIS application and management on organizational level. (vi) Implement a platform and tools to support e-Learning and assessment on primary healthcare level both for professional staff and health workers to improve knowledge and build capacities. (b) Development and adaptation of required software including a data warehouse and a web-portal that provides an integrated interface for all applications like DHIS2 & Open MRS. (c) Facility/Patient Management System Development. (d) DHIS2 Platform Adaption and data warehouse. (e) Patient MRS & DHIS2 Installation & Interface. (f) National DB integration Interface among PA, PIU, PMU & MoHFW. (g) User training implementation. (h) 3 years maintenance support including extended period and (i) Transfer at the end of the contract. |
Experience, Resources and Delivery Capacity Required |

The firm shall have at least 10 years’ experience in consulting services on health ICT/HMIS planning and implementation to improve healthcare service delivery services and at least 5 years in implementation of DHIS2 systems. The firm shall have experience for at least two similar assignments in Bangladesh or a country with similar socioeconomic status. The ICT firm shall be comprised of technical as well as healthcare information management experts. The international firm will associate with national individual consultants or firm in providing the services. Efficient management and backstopping services shall be made available. The firm shall engage three (3) long term key experts whose CV will be evaluated. The consulting services will require about 72 person-months and to be implemented over 42 calendar months from the commencement date. The assignment location will be in Dhaka, Bangladesh and other urban areas of the project. |

A consulting firm will be selected following Quality and Cost Based Selection (QCBS) method in accordance with the procedures set in the Guidelines on the Use of Consultants by the Asian Development Bank and its Borrowers. The EOIs will be evaluated based on the complete information provided in the Template for Expression of Interest (Consulting Firms). The firm(s) should include in their expression of interest the following information: a) General and overall experience of the firm; b) Experience working in similar geographic regions of countries; c) Annual turnover of the firm for the last five years; d) Nature, cost, person month inputs, employer, location and disciplines required for the work undertaken; e) Experience of the firm in the required area of expertise; f) Summary of permanent professional employees and resource persons. |
