"1. Formulation of Capital Market, Fixed Income Securities (Govt. & Corporate Bond) Market, and Exchange Strategy
a. Formulation of a Capital Market policy in cooperation with relevant stakeholders.
b. Formulation of a strategy to develop the Long Term Debt Market (Govt. Securities & Corporate Bond Market).
c. Review and recommend the Design, Implementation and Restructuring of Stock, Fixed Income Securities, Derivatives, Commodity Exchanges & OTC markets.
2. Legal & Regulatory Issues
a. Review/Gap Analysis of regulatory framework and recommendations for improvement.
b. Assist in development of Corporate Governance Codes and systems.
c. Review of Bond Rules (Govt. & Corporate Bond.
d. Preparation of Exchange Rules.
e. Review and recommend on market surveillance systems and activities.
3. Product Development for Exchanges
a. Review of the current product line and identification of improvement levers.
b. Development of new exchange traded products.
c. Design of derivative/structured product markets.
d. Index design and development.
e. Development of information products to increase transparency.
f. Development of business diversification strategy.
4. Facilitate the integration and coordination of BB with other relevant organizations
a. Provide advice and assistance to BB on policies, procedures, legislation, and enterprise agreements.
b. Work closely with concerned departments of BB and related other organizations for effective implementation of the planned activities.
c. Conducting workshops with a view to enacting or promulgating new or updated capital market laws or regulations and adopting best practices.
d. Preparing the activity reports and progress reports of the project implementation."

| Experience, Resources and Delivery Capacity Required |

"1. Minimum Master’s Degree on Business Administration/Accounting/Finance/Economics from a reputed university. CFA would be considered a plus point
2. 10-12 years of international experience and exposure in the improvement of capital market infrastructure, regulatory and oversight capacity with long-standing experience and demonstrated expertise in developing secondary bond market and pensions market.
3. Applicant should have prior knowledge in the designing, building and operating policy for specific operations and entire organizations related to the field of Capital Market, banking, non-banking financial institutes, insurance etc.
4. Applicant should have expertise on the following aspects-
a) Sound knowledge about different kind of rules and regulation regarding government & corporate securities.
b) Proficiency in auction mechanism, underwriting obligation, pricing mechanism of T-Bill& T-Bonds, Floating Rate Notes/Bonds and formation of Yield Curve.
c) Expertise in Switching and Buyback Mechanism of government securities.
d) Sound knowledge of issuing foreign currency sovereign bond, Residential Mortgage Backed Securities (RMBS), Asset Backed Securities, Special Purpose Vehicle (SPV), Sukuk Bonds, Green Bonds, Municipal Bonds, Call-able Bonds & Put-able Bonds.
5. Demonstrated understanding of capital markets, fixed income investments, bond markets, money market instruments and credit curve dynamics.
6. Having relevant experience with any Security Exchange Commission (SEC) or Stock Exchange. "
