INFORMATION FOR APPLICANT

Brief Description of Assignment : DSCC will engage a Resettlement and Gender Specialist (individual Consultant) to achieve the objectives of the SMF. The individual consultant will be responsible to assist DSCC PIU in social appraisal of subprojects and monitoring compliance in their implementation. The consultant will be carrying out the following specific tasks and any other activities assigned time to time by the Project Director (PD) related to Resettlement and Gender issues and social development and safeguard compliance of subprojects but not limited to: a. Review project planning documents including the Resettlement Policy Framework (RPF) for designing appropriate process and action steps for identification and preparation of subprojects, subproject design and implementation supervision and monitoring in compliance with the RPF and any other requirements of the Republic of Bangladesh and the World Bank. b. Facilitate social screening of the subprojects for land ownership and any involuntary resettlement issues and impacts on indigenous peoples. c. Based on the screening, determine the level of social impact assessment and type of action plans for social impact management and involuntary resettlement; d. Preparation of terms of reference (ToR) for social impact assessment and preparing the safeguards management tools; e. Support, assist, Review, supervise and approval preparation of Social Impact Management Plans (SIMP), Resettlement Plan (RP), Resettlement Action Plan (RAP), and related reports to ensure that subprojects qualify in the scale of the RPF compliance. f. Oversight implementation of SIMP, RP or ARP of each works package and undertaken site visits and spot consultation in the process including review of regular progress reports prepared by consultants; where relevant, site visits must include a specific focus on gender impacts and outcomes; g. Assist PIU in establishing grievance redress mechanism (GRM) and its disclosure to the community to ensure their free access to the GRM; h. Work with the DSM and Monitoring & Evaluation (M&E) Specialist in the establishment of a system for handling complaints and a database for recording these. i. Facilitate gender analysis, identify key gender gaps that inhibit women’s use of public spaces; j. Facilitate social assessment to identify and manage gender-based violence (GBV) and sexual exploitation and abuse (SEA) risks associated with neighborhood upgradation activities including preparation of GBV risks management plans and labor management procedures to be included in the contractors Environmental and Social Management Plan (ESMP). k. Facilitate a key stakeholder consultation to discuss key gender gaps and identify key gender actions that can be included in subproject design and implementation specifically as it relates to women’s safety and mobility as pedestrians; l. Contact and liaise with regulatory authorities & the World Bank including the Department of Environment for chalking out administrative requirements of subproject level social and resettlement management; m. Supporting the Project Director, PIU in oversight management, monitoring and evaluation of project implementation with respect to social development, gender, community engagement, communications and involuntary resettlement; n. Preparing quarterly progress reports, subproject completion reports & the project completion report covering social development, safeguard aspects and resettlement; o. Work with the DSM, M&E specialist in ensuring that all social safeguards documents and supporting materials are preserved and disclosed as per requirement of the RPF. p. Provide support the social safeguards team in ensuring communications with stakeholders so as to meet the objectives of the Environment and Social Management Framework (ESMF) and Resettlement Policy Framework (RPF).
Experience, Resources and Delivery Capacity Required : • Education: Master’s in Social Sciences preferably in sociology/social work, anthropology, economics, regional planning, development studies or management. Further trainings on relevant topics will be preferred. Excellent communication and writing skills with higher-level computer skills in Windows operating system (Word, Excel, Access, etc.) are highly desired. • Experience: Minimum 10(ten) years of practical general experience in relevant fields including 5(five) years in Urban infrastructure development projects financed by the World Bank or any other international development financing institutions. Must have demonstrated experience working on gender or other social issues in an urban space.
Other Details (if applicable) : The Project Director now invites eligible applicants to indicate their interest in providing the services. Applicants are invited to provide information indicating that they are qualified to perform the services (complete CV, attested certificated, Expected remuneration & Submission letter). Detailed Terms of Reference (TOR) will be available upon request from the address provided below either through email or in person. The consultants will be selected using the selection of Individual Consultant in accordance with the current World Bank’s Procurement Regulations for IPF Borrowers, July 2016 updated in November 2018. The services will be commenced immediately after selection at Dhaka, Bangladesh. Consultant’s contract duration will be of 24(twenty four) months with possible extension of service subject to satisfactory performance to be evaluated yearly. Expressions of Interest shall be submitted by 24/09/2019 during office hours on weekdays in sealed envelope sent to Project Director’s office, and be clearly marked "Expressions of Individual Resettlement and Gender Specialist (Contract Package No DCNUP/S-20)”. The procuring entity reserves the right to accept or reject any or all REOIs without assigning any reason, whatsoever.
