INFORMATION FOR APPLICANT

Brief Description of Assignment : The tasks under the consulting services (“the Services”) consist of five (5) main tasks in supervising the Contractor’s works. These are, but not limited to: (a) to managing, supervising and monitoring the output and performance-based contract (OPBC) for Inland Waterway Navigation (IWN) works  and ensure that the Project Statement of Objectives embedded into the OPBC-IWN contract are implemented properly by the Contractor(s) during the performance period (b) to managing, supervising and monitoring construction and maintenance of Vessel Storm Shelters to be executed by a contractor (c) to providing technical and managerial support to BIWTA, including on-the-job training and other trainings to enhance the capacity of its staff (d) to ensuring the requirements of the ESIA/EMP and any additional ESHS provisions in the PBC contract are fulfilled; and (e) to monitor the processing of stakeholders’ feedback and complaints by the Grievance Redress Mechanism (GRM) set up by the Client in connection with the Contractors’ works. The OPBC-IWN Contract includes rehabilitation and improvement works to bring approximately 800km of inland waterway routes to service levels necessary for safe navigation. This includes works of mobilization-demobilization, setting up, development & maintenance dredging with in-river and onshore disposal, emergency works, installation & operation of aids to navigation to be implemented by contractor(s) of three lots under contract no. BRWTP-W1A; and works of vessel storm shelters to be constructed and maintained by a contractor under contract no. BRWTP-W1B. Thereafter, the OPBC-IWN involves preventative maintenance services to assure advertised depths, the availability of aids to navigation, and the availability of storm shelters when needed. Detailed descriptions of services to be provided by the Consultant are laid in terms of reference (TOR) available at the project office. The duration of the contract for the assignment will be approximately six (6) years.
Experience, Resources and Delivery Capacity Required : BIWTA- the implementing agency of the project under the Ministry of Shipping of the Government of Bangladesh, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the consulting services. Interested Consultants should provide information demonstrating that they have the required capacity and relevant experience to perform the services. The short-listing criteria, in order of significance, are: -Experience of performing services of similar nature and complexity (ies). Submission of experience or job completion certificates is not encouraged at this stage; - Organogram and Staffing with required qualifications and experiences (supported with a list of personnel and their nature of association with the Consultant e.g. full-time employee, part-time employee, external hire, etc.). CVs of such personnel are  not required at this stage; -Capacity of the Consulting Firm (annual turnover for the last 5 years supported with audited financial statements; logistic support e.g. survey vessels, survey equipment/device, testing facilities, etc.); -General work experience; -Business objectives and expertise of the Consultant; -Registration of the Firms/Consultants in which they are in business as  a legal establishment --- these shall be supported by proven document(s) i.e., certification/registration from the competent authority(ies).
Other Details (if applicable) : A Consultant will be selected for providing services under Quality- and Cost-Based Selection (QCBS) method in accordance with the procedures set out in the World Bank’s  Guidelines: ‘Selection and Employment of Consultants (under IBRD Loans and IDA Credit & Grants) by World Bank Borrowers (“Consultant Guidelines”-edition January 2011, revised July, 2014)’.  The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Consultant Guidelines mentioned above setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other Firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. Interested Firm/Consultant may obtain additional information from the Office of the Project Director (OPD) during office hours i.e. 09:00 to 17:00 hours, from Sunday to Thursday except public holidays. The Firm/Consultant may have relevant Terms of Reference (TOR) available at the project office as well as in website: www.biwta.gov.bd Interested Firm/Consultant must submit Two (2) sets of Expressions of Interest (EOI) including one (1) original and one (1) copy in written duly enveloped shall be delivered to the aforementioned address by September 30, 2019 within 16:30 hours local time (BST/GMT+6:00). At this stage of EOI, submission of detailed CVs of the proposed professional experts is not encouraged. In addition to the above, submission of softcopy (pdf version) of EOI document preferably in CD/DVD/USB Flash Drive will be appreciable. If there is any discrepancy between softcopy and hardcopy, the information provided in hardcopy will prevail.
