INFORMATION FOR APPLICANT

Brief Description of Assignment |
: |
The IPC will carry out the following main activities, in conjunction with other PIU members and NPC as needed:
(1) Review project document and procurement related data; identify gaps/slippage/delayswith remedial suggestion there on if any and support the PIU in operation through implementation all policies & procedures related to procurement activities including contract awarding and amending in compliance with the procurement Guidelines of the World Bank as well as procurement laws of Bangladesh as would be applicable.
(2) Review and finalize Request for Expressions of Interest (REOI), Invitation for Bids (IFB), Invitation for Prequalification (IFP), Prequalification Document (PQD), Bidding Document, Pre-proposal/Pre-bid Meeting Minutes, and Request for Proposals (RFP) document following World Bank templates and guidelines – as the case may be – prepared by the PIU;
(3) Support PIU in communicating with bidders and the World Bank, as necessary;
(4) Take part, as a member of evaluation committees, in the evaluation of Bids, Applications for Prequalification, Expressions of Interest, Technical and Financial Proposals received against RFP from business entities competing for contracts;
(5) Conduct, with the participation of the Project Director (PD), negotiations with the awardee(s) of contracts;
(6) Draw up complete draft negotiated contracts with assistance from other members of the PIU;
(7) Conduct a Training Needs Assessment on procurement-related matters of PIU staff and selected BIWTA staff. Provide advice and training to PIU members on procurement-related matters – on anas-needed basis and as determined by the PD – as part of the institutional capacity building of BIWTA;
(8) Provide advice and oversight regarding contract administration and contract management (during performance of contracts);
(9) Provide advice to the PD/PIU in resolving claims/ and ordisputes (if any) arising on contract negotiation stage or ongoing or completed contracts awarded to any Consultant/Contractor/Vendor.
The IPC will assist the PD and NPC to address complaints (if any) arising out of procurement activities, which will include (a) review of the complaints vis-à-vis the respective procurement processes and documents, and (b) participation in discussions that PIU members may have with complainants. The IPC will have a significant role in assuring the integrity, fairness, and overall quality of procurement in conformance with the requirements of the guidelines of the World Bank and the procurement laws of Bangladesh.

Experience, Resources and Delivery Capacity Required |

Graduation in Law/ Finance/ Procurement/ Economics/ Engineering/ Statistics/ Business Administration/ Management/ Commerce/ ICT; Training on professional areas including public procurement; Member of professional body of international repute in Procurement/ Purchasing/ Supply Chain is preferred; At least 20 years’ general experience in public/private procurement; At least 5 years’ experience outside home country as procurement professional; Experience of performance based contracts (PBC) will be preferred; Experience of working in the South Asia region is desired; Knowledge and experience in technical, commercial and legal aspects of procurement of the World Bank- financed project will be an added advantage and Sound knowledge on internationally accepted FIDIC contract management and administration including claims and disputes solution under contract management. |

The Expert/Consultant will be selected using the Selection of Individual Consultant (SIC) method in accordance with the World Bank Guidelines on “Selection and Employment of Consultant under IBRD loans and IDA Credit & Grants by World Bank Borrowers (January 2011, revised July 2014). The attention of interested Consultants is drawn to paragraph 1.9 of the Guidelines setting forth the World Bank Group’s policy on conflict of interest.
Terms of Reference (TOR) in details of the assignment, Template for Application and CV would be available at Office of the Project Director during office hour; and also in website: www.biwta.gov.bd. Applicants’ qualifications will be reviewed for evaluation in the manner specified in the TOR. Applicants are therefore advised to download/obtain it and consult the same before applying.
Interested individuals are requested to submit Application/EOI with a cover letter, detailed CV (preferably within 7 pages of A4 size paper) supported by credentials relevant to education and experience. Application/EOI in a sealed envelope and externally marked with title of the position must be submitted to the Office of Project Director at above address within 23 December 2019 at 16:45 Hrs (local Time/GMT+6). Electronic copy of EOI will also be accepted by E-mail if the Application as well as CV bears signature of the applicant.
