| Experience, Resources and Delivery Capacity Required |

Bidder must have adequate technical ability, resources, human resources and processes. As such, followings are defined as minimum eligibility criteria:
1. Minimum 7 years’ experience in ICT business as a registered company/entity in Bangladesh.
2. Must submit Certificate of Incorporation, Trade license, Income tax and VAT certificate (Up to date).
3. Must have BASIS membership.
4. ISO 2015 is preferable.
5. Must have experience in Design, Development and successful implementation of 03 (three) software development in any government office within last 07 (seven) years.
6. At least 02 (two) work order relating to local training in any government office within last five years.
7. Must have at least one maintenance agreement for software support/development with the government organization or multinational company in 05 years.
8. Vendor needs to have at least one existing running enterprise software solution in Bangladesh in any large corporate Sector in Document management or File Management or decision management or Data Management or Workflow Management.
9. Needs to have full time experienced human resource in business analysis, system analysis and design, software development, database management, project management and in support management.
10. Needs to have test environment ready with equipped devices at vendor’s premise. Vendor’s Headquarter must be located at Dhaka.
11. Management capacity (brochures and other documents describing similar assignments, experience, availability of appropriate professional staff and experience among applicant’s staff, resources to carry out the assignment in 15 (fifteen) sugar mills and a engineering company situated in different location of Bangladesh.
12. Logistic capability (well-equipped office space at Dhaka with necessary facilities).
13. The minimum amount of liquid assets i.e. working capital or credit line(s) of the firm shall be Tk.3.0 crore.
14. Audit report of the previous year. Yearly turnover of the firm shall be at least Tk. Tk.3.0 crore
15. Joint venture is not allowed to apply.
16. Black listed company is not allowed to apply. |

(a) The Corporation reserves the right to accept/reject EOI without assigning any reason thereof.
(b) If there is Govt. holiday or unavoidable situation arises on the date fixed for EOI submission, in those cases, the next normal working day will be considered as valid date for submission of the EOI at the same time. |
