| Brief Description of Assignment |
: |
Provide advice on procurement policies and procedures ensuring consistency with World Bank’s Guidelines and Government’s Public Procurement Act and Public Procurement Rules. * Prepare and update Procurement Plans and schedules on a periodic basis. * Prepare invitation for bids, request for expression of interest, bidding documents, request for proposals, Terms of References, evaluation reports, contracts and all other procurement documents.* Monitor procurement processes, identify slippages and take risk mitigation actions. *Prepare periodic reports required by LGD or IDA, and ensure proper follow up of necessary actions. *Prepare and update the procurement plan and the procurement transactions through the World Bank’s Systematic Tracking of Exchanges in Procurement (STEP) system. *Upload/ update documents including bidding documents, procurement notices, request for proposals, bid/proposal evaluation report, contracts etc. for all applicable packages in the Systematic Tracking of Exchanges in procurement system in a timely manner. e-GP for national procurement of goods. |
| Experience, Resources and Delivery Capacity Required |
: |
• At least a Bachelor’s Degree in Engineering; or a Master’s Degree in Business Administration, Commerce, Finance, Law or Procurement.
• Professional qualifications in procurement, purchase, and/or supply chain management will be given preference.
• At least eight (8) years’ of work experience in procurement in the government/semi-government institutions, or with international donors, implementing development projects; or having other responsibilities with a substantial procurement content i.e., preparation of bidding documents and requests for proposals; use of internationally accepted contract documents; understanding of principles underlying procurement practices; analytical capabilities in indentifying and resolving procurement issues; etc.
• Extensive knowledge of Government’s Public Procurement Act and Public Procurement Rules.
• Extensive knowledge of IDA’s Procurement /Consultant Guidelines.
• Skills in excellent spoken and written Bangla and English languages.
• Candidate having experience in e - GP will be given preference. |
