Experience, Resources and Delivery Capacity Required : a. Name of the Post & Number: Package No. SP-26 – IT Consultant (01 Person) Contract Duration: 30 months (from the date of contract) Remuneration: Negotiable (Vat and Tax will be deducted as per govt. rules and regulation) Educational Qualification: Minimum M.Sc. Degree in Computer Science/ Computer Science and Engineering /Electrical and Electronics Engineering /Information Technology/ Information and Communication Technology from Reputed Public/Private Universities in Bangladesh or Foreign Universities. Work Experience: • At least 10 (Ten) years of experience as IT Consultant or have had responsibilities with a substantial content of his/her position in the IT field. (Understanding of Government’s ICT Rule/Act; analytical capability in identifying and resolving IT issues). • Specialized knowledge of and minimum 5 (Five) years’ experience in 2-3 substantive areas/aspects of IT. • Minimum 3 (Three) years’ experience in business development. • Minimum 3 (Three) years’ ICT related experience in Government sector will be preferred. • Strong communication skills/documentation in presenting, discussing and resolving difficult issues. Ability to work efficiently and effectively in a multidisciplinary team. • To ensure impartiality the consultant must not be in any way be affiliated with business entities that are currently providing or are seeking to provide goods or services to the project. • Fluency in written and spoken both English and Bangla. Knowledge/Certification: Membership of any professional organization will additional value. Key Responsibilities: • Work under the guidance of the Project Director in implementing all aspects of IT Services and the overall Quality Assurance of the project. • A quality assurance work plan for all regarding IT equipment and Software Services (if any) should be created and implemented accordingly for ensuring that the units being manufactured at the clients' facilities comply with quality standards. • Specific duties to be performed including visiting clients' facilities, overseeing the production process, finding out erroneous methods or tools being used by workers, manually checking the units produced for defects, listing down the findings in a report. • Accepting or rejecting lots produced based on various criteria, designing quality control programs for clients, preparing training manuals and quality guidelines if asked for • Evaluate current system status for the Her Power Project and Identify needs and benchmark for the overall operation under the project • Identify gaps in the current systems against benchmarks and trends. • Develop proposed System architecture for performing various qualitative tests to check for various desirable characteristics in the services. • Plan and implement relocation of existing infrastructure to the new phase of the project and coordinate Quality Assurance (QA) tests to ascertain success. • Provide Quality Assurance, testing during implementation. • Manage the end to end deployment of the single women entrepreneurship platform system for both regular internal ICT service and external during the project period. • Maintain rollout schedule for implementation projects and document all processes and recommend improvements to the same. • Ensure collection and compilation of project related data for preparing quarterly, annual and periodical progress reports for information to all concerned; • Any other assignment given by project authority. b. Name of the Post & Number: Package No. SP-27 - Entrepreneurship Consultant (01 Person) Contract Duration: 18 months (from the date of contract) Remuneration: Negotiable (Vat and Tax will be deducted as per govt. rules and regulation) Educational Qualification: Minimum masters in any discipline ( MBA Degree preferably having background in Business discipline or a master's degree in a field related to business, such as business administration or business management) from Reputed Private/Public Universities in Bangladesh or Foreign Universities. Work Experience: • A minimum of 7 (Seven) years of overall work experience, with at least three years of highly relevant work experience, potentially including investing (impact investing and/or venture), non-profit financial management, Program Related Investment (PRI)/Mission Related Investment (MRI), entrepreneurship, corporate finance. • Minimum 3 (Three) years’ experience with individual business owners to identify challenges and opportunities and craft solutions. • Minimum 3 (Three) years’ experience in writing business plans and creating marketing plans, human resource management. • Ability to prepare basic financial forecasts and analyze and interpret financial statements. • Ability to demonstrate excellent oral and written communication skills/documentation. • Ability to demonstrate high level of customer service. • Well qualified candidates will also be able to demonstrate excellent interpersonal and public speaking skills. Knowledge/Certification: Entrepreneurship development related experience or certification will add additional value. Key Responsibilities: • Work under the guidance of the Project Director in successful implementation of the training with the modality to produce large number of women entrepreneurs from the trainees. • Develop C-suite and line-of-business relationships within the women trainees. • Define, guide and implement innovation programs – governance, portfolio mix and business fit for the women trainees. • Actively guide trainees through designing and running experiments. • Build value propositions / business cases to be presented to the women trainees. • Help develop and improve the execution model of the project based on engagement experience with the women trainees. • Participate in pre-sales customer visits along with the women trainees to make them understand customer requirements • Develop, propose, and deliver innovation offerings and engagements with the women trainees • Evaluate current system status for the Her Power Project and Identify needs and benchmark for the overall operation under the project • Identify gaps in the current systems against benchmarks and trends. • Delivers high quality, relevant documentation in a timely fashion • Ensure collection and compilation of project-related data for preparing quarterly, annual, and periodical progress reports for information to all concerned; • Any other assignment given by project authority. c. Name of the Post & Number: Package No. SP-28 - Monitoring and Supervision Consultant (02 Person) Contract Duration: 48 man months (from the date of contract) Remuneration: Negotiable (Vat and Tax will be deducted as per govt. rules and regulation) Educational Qualification: Minimum Master’s Degree in any discipline (MBA Degree in Management/Human Resource or related fields will be preferred) from reputed Public/Private Universities in Bangladesh or Foreign Universities. Work Experience: • At least 10 (Ten) years of experience as Monitoring and Supervision Consultant or have had responsibilities with a substantial content of his/her position in the Educational Training & Curriculum area. • Minimum 3 (Three) years’ experience with effectively organize and manage multiple training initiatives simultaneously. • Minimum 3 (Three) years’ experience with Instructional experience in a group business setting preferred. • Minimum 2 (Two) years’ experience in official purchase following PPR rule. • Minimum 3 (Three) years’ experience in Government sector will be highly preferable. • Strong communication skills/documentation in presenting, discussing and resolving difficult issues. Key Responsibilities: • Assist in the formulation and implementation of the training curriculum on different categories under the project. • Ensure Quality Assurance of the training program to be provided to the women in different categories of the designated upazillas across the country. • Conduct project activities efficiently by completing all the training tasks and assisting in relevant activities such as Assessment Test Evaluation of the three different level assessments to be scheduled for the trainees of every batches of the training program under the project. • Monitoring and Supervision of the project activities to ensure implementations at timely, controlled cost and quality assurance. • Ensure implementation of project objectives, evaluation of project implementation, identification of the problems to increase women entrepreneurship across the country and provide suggestions on solving that problems • Provide impact analysis on project completion and propose future plans about the sustainability of the project • Ensure collection and compilation of project-related data for preparing quarterly, annual, and periodical progress reports for information to all concerned; • Any other assignment given by project authority. d. Name of the Post & Number: Package No. SP-29 - Training Coordinator (Consultant) (01 Person) Contract Duration: 30 man months (from the date of contract) Remuneration: Negotiable (Vat and Tax will be deducted as per govt. rules and regulation) Educational Qualification: Minimum Master’s Degree in any discipline (MBA Degree in Management/Human Resource or related fields will be preferred) from reputed Public/Private Universities in Bangladesh or Foreign Universities. Work Experience: • At least 10 (Ten) years of experience as Training Coordinator or have had responsibilities with a substantial content of his/her position in the Education area. Key Responsibilities: • Work under the guidance of the Project Director in implementing all aspects of Education and Training under the project. • Coordinate annual appraisal and the final assessment of trainees as part of the process leading to the award of the Certificate of Specialist Training. • Work with trainers within his/her specialty and trainers from other relevant specialties in the organization and / or delivery of regular training for specialist trainees. • Work with the Training Coordinator in the organization and / or delivery of regular training for trainers. • Work with the Lead Training Coordinator in the organization and / or delivery of training for specialist trainees on core matters such as Effective Teaching Techniques, methodology, Epidemiological methods, Statistical skills, Critical Appraisal Skills any other appropriate core training skills deemed necessary. • Chair the Specialist Training Committee in their specialty so that appropriate policies are developed, delivered and monitored on a regular basis in order to deliver a high standard of training. • Overall: Provide technical and operational contributions to projects and Advisory Services and Analytics (ASAs) with a focus on Her Power Project and ICT education and training. • Operations: Contribute to and/or lead the preparation, appraisal and implementation support of the Her Power Project and ICT education sector operations. These tasks include providing close operational support to the clients’ project implementation teams, including support to improve project monitoring and evaluation systems for result-based operation • Analytical works: Contribute to the unit’s analytical and technical assistance services to clients by developing and implementing analytical works and sector studies. Lead the preparation of policy papers and analysis. Conduct evaluation of specific interventions; and • Partnerships: Work closely with the Her Power Project partners, share common goals and forge new partnerships where appropriate. • Ensure and supervise assignment of trainees to trainers • Prepare an annual report on the workings of the training programs. • Ensure collection and compilation of project related data for preparing quarterly, annual and periodical progress reports for information to all concerned; • Any other assignment given by project authority. • e. Name of the Post & Number: Package No. SP-30 - Accounts Associate (Consultant) (01 Person) Contract Duration: 30 months (from the date of contract) Remuneration: Negotiable (Vat and Tax will be deducted as per govt. rules and regulation) Educational Qualification: Minimum MBA Degree in Commerce discipline from Reputed Public/Private Universities in Bangladesh or Foreign Universities. Work Experience: • At least 5 (Five) years of experience as Accounts Consultant or have had responsibilities with a substantial content of his/her position in Financial Accounting or Cost Accounting under reputed local or international organizations. • Specialized knowledge of and minimum 3 years’ experience in 2-3 substantive areas/aspects of Financial Analysis. • Minimum 3 (Three) years’ experience in writing strategic documents, policy documents & related record keeping. • Strong communication skills/documentation in presenting, discussing and resolving difficult issues. Ability to work efficiently and effectively in a multidisciplinary team. • To ensure impartiality the consultant must not be in any way be affiliated with business entities that are currently providing or are seeking to provide goods or services to the project. • Fluency in written and spoken both English and Bangla. Key Responsibilities: • Work under the guidance of the Project Director in implementing all aspects of Financial Analysis and Cost Estimations. • Assist in regularly executing all financial activities of the project. • Properly preserve financial accounts (Register and Book) • Assist in the creation of financial progress reports. • Properly Analyze bills and Monitoring Goods, Works & Services and pay bills after deduction Tax, Vats consideration the Value Added Tax and Income Tax Act. • Writing cheques and submit for signature. • Prepare Bank reconciliation and other necessary reports. • Prepare budget estimations in annual and quarter basis. • Coordinate with the accounts section of the Ministry and Department of ICT. • Specific duties to be performed including visiting clients' facilities, overseeing the production process, finding out erroneous methods or tools being used by workers, manually checking the units produced for defects, listing down the findings in a report. • Evaluate current system status for the Her PowerProject and Identify needs and benchmark for the overall operation under the project • Identify gaps in the current systems against benchmarks and trends. • Assist in the Audit Activities. • Collect and provide required data to prepare monthly, quarterly and yearly reports for Department of ICT/ Planning / IMED. • Ensure collection and compilation of project related data for preparing quarterly, annual and periodical progress reports for information to all concerned; • Any other assignment given by project authority.
