SIC-01 Senior Finance Specialist : The Senior Finance Specialist will have a professional accounting qualification such as ACCA/ACA/CFA/CMA with at least Masters in Accounting/ Finance/ Management/ Business Administration/ Economics. S/he should have at least 15 (Fifteen) years of experience in financial management of which at least 05 (Five) years in government / semi government organizations/ Local Government Institutions or development projects being actively involved in and fully conversant with contract payments, dealing with commercial banks, GOB budget, fund release and reporting formalities, Donor’s fund operating conditions & reporting requirements, special account operation.
SIC-07 Senior Monitoring and Evaluation (M&E) Specialist: The Senior Monitoring and Evaluation (M&E) Specialist will have a master’s degree in Social Sciences/ Public Administration/ Statistics/ Economics/ Mathematics/ Business Administration or any similar discipline. S/he should have at least total 15 (Fifteen) years’ experience in carrying out Monitoring and Evaluation with primary responsibilities and substantial content of his/her position, Of which at least 05 (Five) years’ experience in monitoring the activities, performance evaluation and to track progress with respect to the indicator targets in projects’ Results Framework of multilateral organizations such as ADB/AIIB and particularly World Bank funded projects.
SIC-09 Senior Environmental and Social Safeguards Specialist: The Senior Environmental and Social Safeguards Specialist will have a master’s degree in Environmental Science or other related discipline or B.Sc. in Civil Engineering. S/he should have at least total 15 (Fifteen) years’ experience in carrying out preparation and implementation of EAS/ESMF/LMP/SEP/ESCP/EIA and other instruments related to environment and social safeguards; Of which at least 05 (Five) years’ experience in environmental and social safeguards activities under projects funded by multilateral organizations such as ADB/AIIB and particularly World Bank.
SIC-10 Structural Engineer: The Structural Engineer will have at least Bachelors in Civil Engineering from any reputed university. Professional training certifications on structural design software’s from any recognized institution will be given preference. S/he should have at least total 08 (Eight) years’ experience in carrying out structural analysis and design, detail engineering assessment, ensuring design code and quality of construction work by recommending appropriate materials with primary responsibilities and substantial content of his/her position; Of which at least 03 (Three) years’ experience in designing/assessing primary health care clinics, kitchen markets, municipal markets, public toilets, roads with drains, sidewalks, street lights, bridge/culvert or other urban infrastructures using structural analysis & design software like Auto CAD, STAAD pro, ETABS;
SIC-12 Finance Associate: The Finance Associate will have a professional accounting qualification such as ACCA/ACA/CFA/CMA with at least Masters in Accounting/ Finance/ Management/ Business Administration/ Economics; At least 08 (Eight) years of experience in financial management of which at least 03 (Three) years in government / semi government organizations/ Local Government Institutions or development projects being actively involved in and fully conversant with contract payments, dealing with commercial banks, GOB budget, fund release and reporting formalities, Donor’s fund operating conditions & reporting requirements, special account operation. Fully conversant with and having hands on experience in producing accounting information in MS Excel and ability to operate a computerized Accounting System.
SIC-13 Procurement Associate: The Procurement Associate will have Bachelors in Engineering, or Masters in procurement/commerce or other relevant fields. Professional certifications/degree in Procurement from any recognized institution will be given preference. At least total 08 (Eight) years’ experience in carrying out public Procurement with primary responsibilities and substantial content of his/her position in practical application of internationally accepted procurement and contracting procedures and documents for works, goods and services, Of which at least 03 (Three) years’ experience in managing internationally competitive procurement of large scale and complex civil works under projects funded by multilateral organizations such as ADB/AIIB and particularly World Bank. Hands-on experience in managing all steps in the procurement process, including procurement planning, preparation of bidding/contract documents, bid/proposal evaluation, contract award and implementation monitoring, of internationally competitive procurement of goods, works and consultant services.
SIC-15.1 & 15.2 MIS Analyst: The MIS Analyst will have a Masters in Computer Science, Business Administration, MIS or other related discipline with 07 years’ practical experience in database maintenance or MIS analysis, of which 05 years in GoB and IDA supported project. OR A bachelor degree with 10 years’ practical experience in database maintenance or MIS analysis, of which 5 years in GoB and IDA supported project.
SIC-16 Administrative Associate: The Administrative Associate will have at least bachelor degree in any discipline, masters will be given preference. At least total 05 (Five) years relevant experience in the field of office management in GoB/Multinational organization/donor supported projects. Strong coordination and communications skills in presenting, discussing and providing opinion on difficult issues. |

The consultants will be selected in accordance with the selection of Individual Consultants procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and Credits & Grants by World Bank Borrowers, January 2011(July 2014 Revision).
