| Brief Description of Assignment |

Selection of consultancy firm for development of BMRC Article Submission Management Portal.
BMRC is already on the track to replace their traditional manual system of works into digitized system. All the manual process of archiving and publication is working well. To improve the quality of the above-mentioned works, BMRC has to make the archiving and publication activities in digitized system. For real time reporting of the archiving and publication monitoring system an online based web portal with archiving management system is essential.
Journal Website:
* The journal must have its own dedicated URL and homepage that is accessible globally
* The website must be clear and easy to navigate
* The journal should be adhere to the guidelines described in the principles of Transparency and Best Practice in Scholarly Publishing
* Journals that include intrusive advertising will not be accepted, See best practice recommendation for advertisement
* Journal Impact Factor and Journal article citation must be displayed in web site.
Archiving Journal Article:
* The Journal should adhere to the guidelines described in the Principles of Transparency and Best Practice in Scholarly Publishing
* Each article must be available as an individual, full-text article
- One unique URL per article
- HTML, PDF, and XML as a minimum
* Journals that include intrusive advertising will not be accepted. See best practice recommendation for advertisement.
* API integration is needed for data sharing to other web application.
* All types of searching and filtering facilities will be available here.
* Report statistics history details available for admin and user side. (Visitor, download number by monthloy or yearly)
* All types of sharing feature are available
Journal article submission portal:
* User can submit their application and system will automatically notify the user for successful submission of the application.
* Application will be reviewed by the editor.
* Editor can contact with the applicant for any queary.
* Application can be rejected and notified to the applicant for the actual cause of rejection.
* User can submit appeal request for his rejected application.
* User can update journal information. |

The firms must meet the following minimum eligibility criteria.
a. Must be local ICT/ITES firm with minimum 5 years of practical experience of software development, approval processing and archiving. Consulting firm must submit Agreement and Completion Certificates as proven document for experience.
b. Must have sufficient software development related ICT personals.
c. Must have experience in design, development and implementation of minimum 3 (Three) software project
d. Must have sufficient liquid assests for conducting the works. |
