Brief Description of Assignment : Request for Express of Interest (REOI) for Short-term individual consultants for: (1) Technical Consultant for Preparation of Project Completion Report (PCR) under Service Package: SD/PMU/IC/STC-04 (2) Consultant Economist for Preparation of Project Completion Report (PCR) under Service Package: SD/PMU/IC/STC-05. (3) Consultant Financial Expert for Preparation of Project Completion Report (PCR) under Service Package: SD/PMU/IC/STC-06. (4) Consultant- ‘Project Results Assessment Expert’ for the preparation of Borrower’s Implementation Completion and Results Report (BICRR) of NATP-2 under Service Package: SD/PMU/IC/STC-07. (5) Lead Consultant Economist for the preparation of the Borrower’s Implementation Completion and Results Report (BICRR) of NATP-2 under Service Package: SD/PMU/IC/STC-08. Experience, Resources and Delivery Capacity Required : 1. Short –Term “Technical Consultant” for Preparation of Project Completion Report (PCR) under Service Package: SD/PMU/IC/STC-04 Position: 01 Academic Qualification i. Minimum Master’s degree in any branch of Agricultural Science or Agricultural Science related field from a recognized university; ii. Ph. D degree in any branch of Agriculture or Agriculture related field will be an added advantage. Experiences i. Minimum 15 years work experience in government/autonomous/semi-autonomous organizations, Projects (GOB and Donor Funded), Universities, NGOs/ private organizations. ii. Experienced in the preparation of Project Reports/Project Completion Report/ any other relevant reports will be given preference iii. Summarizing, synthesizing and analyzing skills of documenting and explaining project output, outcome and project learning iv. Proven track record of quality report writing ability v. Fluency in English and good writing and communication skills vi. Good understanding of project management and operation vii. Fluency in English and good writing and communication skills viii. Good understanding of project management and operation ix. Computer literacy and skills (MS Word, Excel, and Power Point etc.) is essential. x. Work experience in multispectral project is desirable. xi. Should have Knowledge on IMED format for preparation of PCR. 2.Short –Term Consultant “Economist” for Preparation of Project Completion Report (PCR) under Service Package: SD/PMU/IC/STC-05. Position: 01 Academic Qualification i. Minimum Master’s degree in Agricultural Economics, Development Economics, Economics, Business Management, public finance management or related subjects from a recognized university ii. Ph. D degree in Agricultural Economics, Development Economics, Economics, Business Management or related field will be an added advantage. Experiences i. Minimum 15 years work experience in government/autonomous/semi-autonomous organizations, Projects (GOB and Donor Funded), Universities, NGOs/ private organizations ii. Minimum 5 years proven experience in preparation of PCR for development projects, project reports, and economic analysis for project design and projects results of GOB funded /donor funded projects. iii. Summarizing, synthesizing and analyzing skills in capturing project output, outcome and learning iv. Should have experience in preparing high quality analytical reports. v. Fluency in English and good writing and communication skills vi. Proficiency in data analysis using statistical and socio-economic methods e.g SATA; SPSS vii. Computer literacy and skills (MS Word, Excel, and Power Point etc.) is essential. viii. Work experience in multi-spectral project is desirable. ix. Should have Knowledge on IMED format for preparation of PCR. 3.Short –Term Consultant “Financial Expert” for Preparation of Project Completion Report (PCR) under Service Package: SD/PMU/IC/STC-06. Position: 01 Academic Qualification M. Com/MBA in Accounting/Finance/Related subject Experiences i. Minimum 15 years’ work experience in financial management in Govt/ autonomous/private sector organizations; ii. Minimum 5 years proven experience in preparation of PCR for development projects iii. Work experience in handling fund of donor aided project/development projects will have an added advantage; iv. Comprehensive knowledge and understanding in GOB and IDA audit system; v. Summarizing, synthesizing and analyzing skills in capturing project output, outcome and learning vi. Knowledge in accounting software is required vii. High level of proficiency in written and spoken English and report writing viii. Work experience in multispectral project is desirable. ix. Knowledge on IMED format for preparation of PCR is required x. Computer literacy and skills (MS Word, Excel, and Power Point etc.) is essential. 4.Short–Term Individual Consultant- “Project Results Assessment Expert” for the preparation of Borrower’s Implementation Completion and Results Report (BICRR) of NATP-2 under Service Package: SD/PMU/IC/STC-07. Position: 01 Academic Qualification i. Minimum Master’s degree in Agricultural Economics/ Agricultural Science/ Development Economics, / Economics / Business Management or related subjects from a recognized university ii. Ph.D degree in Agricultural Economics/ Agricultural Science/ Development Economics, / Economics / Business Management or related subjects from a recognized university will be an added advantage. Experiences i. Minimum 10 years work experience in conducting research/study, monitoring and impact evaluation works in government/autonomous/semi-autonomous organizations,/ Development Projects (GOB and Donor Funded),/ Universities, NGOs/ private organizations ii. Minimum 3 similar assignments successfully completed in project & program evaluation and in preparing analytical reports including BICRR, ICRR, PCR for development projects, project reports, and economic analysis for project design and projects results of GOB funded /donor funded projects. iii. Familiar with agricultural and rural development sector in Bangladesh iv. Experience in summarizing, synthesizing and analyzing skills in capturing project output, outcome and learning v. Fluency in English and good writing and communication skills vi. Proficiency in data analysis using statistical and socio-economic methods ; vii. Position: 01 Academic Qualification i. Minimum Master’s degree in Agricultural Economics/ Development Economics, / Economics/ Business Management or related subjects from a recognized university ii. Ph.D degree in Agricultural Economics/ Development Economics/ Economics/ Business Management or related field will be an added advantage. Experiences i. At least 15 years work experience in conducting research/study, monitoring and impact evaluation works in government/autonomous/semi-autonomous organizations,/ Development Projects (GOB and Donor Funded),/ Universities, NGOs/ private organizations ii. At least 5 years proven experience in project & program evaluation and in preparing quality analytical reports including ICRR, PCR for development projects, project reports, and economic analysis for project design and projects results of GOB funded /donor funded projects. iii. Familiarity with the agriculture and rural development sector in Bangladesh. iv. Experience in measuring net benefit, income, financial rate of return and economic rate of return of development projects v. Experience in summarizing, synthesizing and analyzing skills in capturing project output, outcome and learning vi. Fluency in English and good writing and communication skills vii. Proficiency in data analysis using statistical and socio-economic methods e.g STATA; SPSS viii. Computer literacy and skills (MS Word, Excel, and Power Point etc.) is essential. 6.Short–Term Individual Consultant- “Technical Consultant” for the preparation of the Implementation Completion and Results Report (BICRR) of NATP-2 under Service Package: SD/PMU/IC/STC-09. Position 01 Academic Qualification i. Minimum Master’s degree in any branch of Agricultural Science, Agriculture Economics, Development Economics, or related fields from a recognized university ii. Ph. D degree in any related fields will be an added advantage. Experiences i. Minimum 10 years work experience in conducting research/study, monitoring and impact evaluation, project implementation works as officers or consultant in government/autonomous/semi-autonomous organizations,/ Development Projects (GOB and Donor Funded),/ Universities, NGOs/ private organizations ii. Minimum 3 similar assignments successfully completed in project & program evaluation and in preparing analytical reports including BICRR, ICRR, PCR for development projects, project reports, and economic analysis for project design and projects results of GOB funded /donor funded projects. iii. Familiar with the impact of extension activities like training, demonstrations, field days, technology performance, and advisory services to farmers, group approach in technology transfer & diffusion, matching grants, marketing of agricultural produce, economic analysis and participatory monitoring and evaluation techniques iv. Experience in summarizing, synthesizing and analyzing skills in capturing project output, outcome and learning v. Fluency in English and good writing and communication skills vi.
