| Brief Description of Assignment |

Local Government Division (LGD), Ministry of Local Government, Rural Development and Cooperatives (MoLGRD&C) has initiated the selection of Review Firms for review of Annual Financial Audit Reports of all the Zilla Parishads under 04 (Four) different contracts for review of audit reports of Zilla Parishads (ZPs) of 61 Districts [Contract Package Nos. S-01 to S-04 (Total 04 Nos. Packages)] by different C.A. Firms (National).
The scope of services includes conducting review of annual financial audit reports submitted by Audit Firms for financial years (FYs) 2019-2020, 2020-2021 and 2021-2022 of all the ZPs of the country of each year under following 04 contract packages:

The completion time of the assignment will be 150 calendar days in each FY for each package, based on the tentative timeline provided in paragraph below.
The Local Government Division of the Ministry of Local Government, Rural Development and Cooperatives now invites eligible C.A. firms registered with the Institute of Chartered Accountants of Bangladesh under P.O. No.2 of 1973 to submit their Expressions of Interests (EOIs) for the above contract packages for providing the required services. Interested firms must provide information with documentary evidence indicating that they have the required qualifications and relevant experience to perform the Services (brochures, copy of its original registration, description of assignments of similar nature, experience in similar conditions, availability of appropriate professional qualifications and experience among staff, etc.). The EOIs received for each package will be evaluated on the basis of the following:

The attention of interested Firms is drawn to paragraph 55 of the PPR 2008 setting forth the provision on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment. In order to avoid any conflict of interest, a firm contracted for reviewing Reports of firm having any sort of direct or indirect interest in Zilla Parishad, contracted firm will not be eligible to be the Review Firm.
