| Brief Description of Assignment |

(1) Financial Management (FM) Specialist- 01 Person (Package No.: SD/TARAPS-PIU/03):
The specialist will assist the PIU, and the components by providing guidance and advice with regard to the management of the financial aspects under the TARAPS project. Detailed scope of works (Terms of Services) and other information will be available upon request from the address provided below, either through email or in person
2) Junior Project Assistant- 01 Perso (Package No.: SD/TARAPS-C2-MoA/04):
The personnel will assist the component 2 (MoA) and PIU units by providing guidance and advice with regard to the management of the project aspects under the TARAPS project. Detailed scope of works (Terms of Services) and other information will be available upon request from the address provided below, either through email or in person. |
| Experience, Resources and Delivery Capacity Required |

(1) Financial Management (FM) Specialist- 01 Person (Package No.: SD/TARAPS-PIU/03): • The Finance Specialist must have at least a masters degree in accounting, Finance, Management, Business Administration (major in accounting/ finance), economics or equivalent.
• In addition to the above, associates or member of a Professional Accountancy Organization (PAO) (CA/ACCA/CMA etc.) recognized by the International Federation of Accountants (IFAC) will be an advantage
• Should have at least ten (10) years of general work experience, of which five (5) years as a finance specialist, financial management specialist, or any other position having had responsibilities in public financial management (i.e., contract payments, dealing with commercial banks, GOB budget preparation, fund release and reporting, donors fund operating conditions and reporting requirements, special account operation, etc.).
• The incumbent having experience in the World Bank financed project in Bangladesh will be given preference. Experience in financial managerial/relevant roles for other donor-funded projects (e.g., IFAD, USAID, ADB, and FAO-funded projects) will also be an advantage.
• Work experience in handling donor-funded (e.g., IDA) agricultural development projects will be preferred.
• Knowledge of auditing software (e.g., AMMS software, Client Connection, etc.) is preferred.
• Experience in developing a Chart of Accounts and accounting formats and procedures befitting the reporting requirements and ability to review external audit reports, identify inadequacies if any, on audit coverage and reporting, follow up with auditors is desired.
• Higher level of analytical knowledge and practical experience on MS Office using large amounts of financial data and information, data entry and operation of computerized accounting system of the government, and data extraction from the iBAS++ system for analysis is required..
• Proficiency in written and spoken English, as well as report writing, is required.
(2) Junior Project Assistant- 01 Perso (Package No.: SD/TARAPS-C2-MoA/04):Minimum bachelors degree in business administration, Project Management, or a related field (preferably a higher degree).
• Should have 5 years of relevant experience in administrative and management support of office operating.
• Experience in agricultural projects is an advantage.
• High proficiency in written and spoken English.
• Proactive, self-motivated, and detail-oriented.
• Advanced computer and ICT skills. |

The TARAPS project now invites eligible applicants to indicate their interest in providing the services. The incumbents are requested to submit their: (a) CV (Curriculum Vitae) along with supporting documents, which will indicate that they are qualified to perform the assignment; (b) expected remuneration and (c) submission letter as per standard format, which are also available on the Department of Agricultural Extension (DAE)s website (www.dae.gov.bd/).
5. The incumbents will be selected in accordance with the “World Bank Procurement Regulations for IPF Borrowers (July 2016), revised February 2025”. The duration of the contract will be 24 (Twenty-Four) months or up to the closing date of the project. |
