INFORMATION FOR APPLICANT

Brief Description of Assignment |
: |
The Procurement Specialist for the "Pre-primary and Primary Education Improvement Project in Cox’s Bazar, Bandarban, and Bhasanchar of Noakhali" will report to the Project Director (PD) and be responsible for overseeing and managing all procurement activities related to goods, works, and services for the project. Key responsibilities include:
1. Developing and updating the procurement plan, ensuring its alignment with the project’s needs and requirements.
2. Utilizing the World Bank’s STEP (Systematic Tracking of Exchanges in Procurement) system for managing procurement transactions and monitoring the procurement progress.
3. Preparing procurement documents, including Requests for Expressions of Interest (EoI), Requests for Proposals (RFP), and bidding documents, in collaboration with technical staff and consultants.
4. Participating in pre-bid/pre-proposal meetings, bid/proposal opening meetings, and evaluation committees.
5. Ensuring compliance with the approved procurement plan and preparing procurement progress reports, identifying bottlenecks and recommending resolutions.
6. Reviewing potential procurement issues and reporting them to the PD.
7. Monitoring the implementation of contracts, including goods/works/services contracts, and tracking deliverables.
8. Building procurement capacity within the Government of Bangladesh (GoB) and local staff through training and hands-on support.
9. Ensuring procurement activities are carried out through e-GP, where applicable.
10. Providing operational advice on international and local procurement matters.
11. Closely monitoring procurement timelines, approval processes, and reporting any delays to the Project Director.
12. Preparing regular procurement status reports and risk mitigation plans for submission to the Government and World Bank.
13. Assisting partners in reviewing project implementation and capacity development reports.
14. Conducting diagnostic analyses on procurement delays and inefficiencies and providing recommendations.
15. Assisting the Project Director in all procurement-related tasks to ensure the smooth implementation of the project |
Experience, Resources and Delivery Capacity Required |
: |
(a) Qualifications:
• Academic: At least a Bachelor’s Degree.
• Professional: Candidates having Masters in Procurement/Supply Chain or any related field with/or Professional qualifications in procurement/ purchasing and supply chain management will be given preference. Membership of a professional body of internationally reputed in Procurement/Purchasing/Supply Chain is preferred.
• Training: Candidates having training on World Bank Procurement Regulations, Public Procurement of GoB and e-GP is highly desirable.
(b) Experience:
• At least 12 (Twelve) years of overall experience in implementing development projects under any government/semi-government/autonomous organizations or any other reputed international donor organizations/any other reputed private organization.
• At least 10 (Ten) years specific experience of providing hands-on day to day procurement in the Public Procurement sector at Mid/Senior level position under development projects of Government/ Semi-Government/ Autonomous Organization/ Development Partner/ Donor Agency.
• Experience of working directly with the World Bank will be considered as an added advantage.
• Experience of working in high value and complex consulting and non-consulting service procurement and medium to high value goods procurement will also be considered as added advantage
• Hands-on experience in managing all steps in the procurement process, including procurement planning, preparation of bidding/contract documents, bid/proposal evaluation, contract award and implementation monitoring, and internationally competitive procurement of goods, and consultanting services..
• Hands-on working experience in the electronic Government Procurement (e-GP) and the World bank’s Systematic Tracking of Exchanges in Procurement (STEP) system is mandatory requirement.
• Well understanding of the World Bank Procurement Regulations, PPA-2006 and PPR-2008 needed.
• Analytical capability in identifying and resolving procurement issues. Strong coordination and communication skills in presenting, discussing, and resolving difficult issues.
• Excellent ICT and computer skills.
• Excellent English writing and speaking ability.
• Preparing purchase orders and final contracts and ensuring timely distribution of all relevant procurement and contract documents to relevant stakeholders;
• Provide assistance in project procurement matters to ensure consistent implementation of PPA, 2006 and/or PPR, 2008 |
