Bangladesh Export Processing Zones Authority (BEPZA) implemented web based applications (Process Automation System) for i) Export Permit; ii) Import Permit; iii) Sub-contract Permit; iv) Company Permission; v) SFB and Plot Allotment; vi) Bill Collection and Management; vii) Local Purchase; viii) Visa Recommendation; ix) Work Permit; x) Wastage & Garbage Permit; xi) Repair Permit; xii) Dying Certificate/Permit; xiii) Sample Permit; xiv) SRO-201 Certification; xv) Ship Back; xvi) Bring Back; xvii) Replacement; xviii) CMT Permit; xix) Construction Equipment & Shuttering Materials In/Out Permit; xx) Machinery Sale Permit/ Scrape Machinery/ Old Machinery Disposal Permit; xxi) Exchange Permit; xxii) Bond to Bond Transfer; xxiii) 10% DTA Sale Permit; xxiv) Refilling Permit; xxv) Intimation/ Late Permission/ Holiday Permission; xxvi) Vehicle Requisition and In/Out Permit; xxvii) Soil Carrying, Refuse Permit; xxviii) ETP Sludge Disposal Permit; xxix) Food and Consumables Items In/out Permit; xxx) Relocation and Shifting Permit etc. for all the enterprises in all EPZs in Bangladesh. The system has been used 24/7 by the stakeholders. The system is based on JAVA/MSSQL platform and is fully functional from 2016 as centralized system. All the customs port of Bangladesh are also connected in the system. This facilitates the management and the stakeholders to perform their tasks through a single window. BEPZA has also implemented a Support Ticket Management Module to track all the issues/supports related to the Process Automation System.
Now BEPZA intends to appoint a qualified IT Consulting Firm for support and maintenance of Process Automation System including supplying ICT Manpower to BEPZA. The firm will also have to perform the maintenance of Hardware, Networking relevant to above system. The firm will also be assigned the task of ensuring data security of the system.
The main tasks of the applicant firm are as followings but not limited to:
1. Support and Maintain BEPZA Process Automation System for 36 Months including Application, Database, OS, Server and other related Systems, APIs and Services.
2. Supply on-site Technical Resources (About 12 IT Support Executives) at BEPZA Executive Office and its Zone Offices for 36 Months regarding various ICT & BEPZA Process Automation System Related Support and Maintenance Service.
3. Maintain existing API with BEPZA’s internal systems, stakeholder's application (Such as: ASYCUDA, BSW, SSD, CBMS etc.).
4. The firm will ensure Experts (System/Network/Database) on-site at the BEPZA Head Quarter (HQ) and Disaster Recovery (DR) Site at Chattogram EPZ to maintain the Application Server/ Database Server/ Backup Server/ Disaster Recovery Server when needed by client during the contract period.
5. Maintain the Support Ticket Management System to track all the issues/supports related to the Process Automation System.
6. Bug fixation, error handling and issue resolving.
7. Maintain the Automation System by 24/7 to operate smoothly.
8. Providing support to BEPZA Executive Office and Zone Offices regarding Automation System.
Please note that the functional scopes will be described more elaborately in the Terms of Reference (TOR) and will be finalized discussing with concerned departments, MIS, Zones, Stakeholders and BEPZA Authority. |
| Experience, Resources and Delivery Capacity Required |

The applicant must prove that they have solid technical background and operational strength to take this work forward without any hindrance. As such, following are defined as minimum eligibility criteria: (Documents must be submitted in the following order)
1. Must have valid Trade License proving at least 10 (Ten) years’ experience.
2. Minimum 10 years of experience in ICT Business (Software Development/Software Support) (Need to provide copy of work order and completion certificate which should reflect continuity of ICT Business over the last 10 years period).
3. Must have practical experience in developing and implementing at least 02 (Two)web-based applications/software solutions in last 5 years in the Govt. Sector, semi government, autonomous and renowned corporate office implementing similar type modules (Need to submit a copy of work order, completion certificate along with module wise features & functions description).
4. Company having individual practical experience of at least 01(One)web-based applications/software solutions development with JAVA and MSSQL Platform in last 5 years will be given priority (Need to submit module wise features & functions description).
5. Should have the support and maintenance experience of Application, Server, OS, Database, Network, Firewall, Security, DC, DR, Data Backup etc. (Need to provide letter of experience/appreciation/work order)
6. Must have practical experience in handling large-scale database of minimum 05 million data records (Need to provide letter of experience/appreciation).
7. Should have full time ICT personnel in company payroll related to project management, system administration, design, development, integration, testing, business analysis, training and implementation of web-based applications/software solutions. Please provide a List of ICT personnel of the company (Name, designation, date of joining, educational qualification, years of experience, expertise, project engagement).
8. Must have updated BASIS membership certificate.
9. The company should submit documents demonstrating the management and operational capacity of the firm (Company Profile and other documents describing company expertise, strength and experience, core functions, products and services, valid and up-to-date Trade license, TIN certificate, VAT Identification Number, Updated Income Tax Payment Certificate.
10. Must have minimum average annual turnover of BDT 01Crore. (One Crore) in the last 3 years (Need to submit last 3 years’ annual turnover report). |

BEPZA now invites eligible applicants to indicate the interest in providing the services. Interested firms are invited to provide information indicating that they are qualified to perform the services. A shortlist of firms will be prepared upon evaluation of EOIs of the eligible applicants and 'Request for Proposal' document will be issued in their favor. A firm will be selected using the Quality and Cost Based Selection (QCBS) method. It is expected that the services will commence from December 01, 2025.
