Brief Description of Assignment |
: |
Scope of Services:
(i) M&E System Design & Implementation
1. Finalize the project’s Results Framework (RF) using World Bank PDO indicators along with TAPP provision:
o Farmers receiving input access via e-vouchers.
o Farmers adopting PARTNER-promoted CSA practices (e.g., GAP, high-yield rice, efficient irrigation).
o Share of women beneficiaries.
2. Develop M&E Plans and TOR for:
o E-voucher pilot impact evaluation (fertilizer efficiency, GHG reduction).
o Cost-benefit analysis of CSA adoption.
o Public expenditure tracking (Component 2).
3. Implement Iterative Beneficiary Monitoring (IBM) per World Bank guidelines:
o Monthly beneficiary feedback collection via digital surveys.
o Rapid reporting on challenges (e.g., exclusion risks, gender barriers).
(ii) Data Management & Analysis
1. Design digital tools for real-time data collection.
2. Maintain a centralized M&E database (i.e., e-voucher system, integrated Budget and Accounting System)
3. Conduct data quality audits and ensure national GDPR (General Data Protection Regulation)-compliant data protection.
(iii) Evaluation & Reporting
1. Lead baseline, midline, and end line evaluations for impact assessment.
2. Assisting in produce reports: (not limited to)
o Annual PDO progress reports (aligned with World Bank templates).
o Case studies on CSA adoption and gender inclusion.
3. Support rigorous impact evaluations (e.g., e-voucher subsidy options) by external firms – draft TOR and selection criteria, arrange internal data, monitor the implementation progress.
(iv) Capacity Building & Coordination
1. Train PIU staff, DAE officers, and partners on M&E tools and IBM.
2. Coordinate with project team and other stakeholders.
3. Facilitate learning workshops to disseminate findings. |
Experience, Resources and Delivery Capacity Required |
: |
Specific skills and Experience:
o Minimum 10 years of work experience in planning, organizing, monitoring & evaluation programs in government/autonomous/private/ international organizations.
o At least 5 years of work experience in M&E and/or related activities in donor funded agricultural development projects.
o Experience in preparing log frames, output and outcomes indicators, and developing monitoring formats as well as other strategic approaches to M&E.
o Should have experience in preparing Terms of Reference for hiring consultants and consultancy services.
o Well-experienced in database management with strong analytical skills.
o Advanced Computer & ICT literacy and skills (MS Word, Excel, and PowerPoint, other essential computer & ICT skills, etc.).
o High level of proficiency in written and spoken English and report writing.
o Experience in development and/or operation of digital project monitoring tools (i.e., IBM, GEMS, and so on) will be an advantage.
Educational Qualification:
• Minimum Master degree in Agricultural Science/ Economics/ Statistics or related subjects.
• Advanced degrees in relevant subjects will be Preferred
