Description : Government of the People"s Republic of Bangladesh Planning Commission General Economics Division (GED) National Poverty Focal Point (NPFP) “Preparation of full blown Poverty Reduction Strategy Paper (PRSP) Program" Request for Application for Selection of Individual Consultants Ref: PC/GED/PAM/Sec-1/PRSP-2/47/2007/67 Dated: 28 November 2007 1. The government of Bangladesh has decided to prepare the 2nd Poverty Reduction Strategy Paper (PRSP) of Bangladesh commencing from July 2008 to June 2011. Eighteen thematic papers would be prepared on priority areas as background papers for the 2nd PRSP. Eighteen individual consultants will be recruited to prepare the following 18 thematic papers and 3 core individual consultants will be appointed at the General Economics Division of the Planning Commission for drafting the 2nd PRSP based on 18 thematic papers and other consultation outcomes. The honorarium of the 18 individuals as well as for the 3 core consultants will be borne from a revenue budget funded program titled “Preparation of full blown Poverty Reduction of Bangladesh (PRSP). 2. The ToR (Terms of Reference) of the consultants is: a) to evaluate the implementation status of the strategies included in the NSAPR for the period of FY’05 to FY’07; b) to review the strategies of the respective thematic area included in the NASPR and provide feedback to the thematic committee and the NPFP; c) to participate and contribute to the thematic committee meetings, d) to identify, in consultation with the thematic committee and the NPFP, background studies in the thematic areas and undertake those studies; e) to produce papers/reports in the respective thematic areas based on the output of the thematic committee background studies and any other relevant materials; f) to formulate policy matrices detailing quantitative targets for respective strategic goals; g) to draw-up a monitoring mechanism for existing working group of the respective thematic area; h) to draw-up criteria for selection of programmes /project in the respective thematic areas; and i) to prepare a draft citizen charter for respective thematic area with a time fame for implementation based on priority. 3. Resources Mobilization (Domestic and Foreign) 01 Masters’ degree in Economics/ Public finance /Business Administration having minimum 15 years of research/teaching experience with knowledge on domestic and foreign resource mobilization and having publications in the international journals on these fields. Candidates with Ph.D. degree in the relevant fields will get preference. III. Improvement of Governance including Civil Service Reforms, Judicial Reforms and Law and Order Improvement 01 Masters’ degree in Public Administration /Law/ Economics or in related field having minimum 15 years of research /teaching/working experience with knowledge on civil and judicial matters and having publications in the international/national journals on these fields. Candidates with Ph.D. degree in the relevant fields will get preference. IV. Health including Nutrition, Sanitation and Population Planning 01 Masters’ degree in Public Health / Health Economics / Demography or in related field having minimum 15 years of research/ teaching/working experience with knowledge on nutrition, sanitation and population Planning issues and having publications in the international/national journals on these fields. Candidates with Ph.D. degree in the relevant fields will get preference. V. Education including primary and mass education , female education, vocational and technical education 01 Masters’ degree in Education Management/ Economics or in related field having minimum 15 years of research/ teaching/working experience with knowledge on primary and mass education , female education, vocational and technical education issues and having publications in the international/national journals on these fields. Candidates with Ph.D. degree in the relevant fields will get preference. VI. Employment Generation and Labor Welfare 01 Masters’ dergee in Labour Economics or in related field having minimum 15 years of research /teaching /working experience in field with knowledge on employment generation and labor welfare issues and having publications in the international /national journals on these fields. Candidates with Ph.D. degree in the relevant fields will get preference. VII. Women"s and Children"s Advancement and Rights including Social inclusion and Empowerment 01 Masters’ degree in Women’s study /Anthropology /Sociology / Economics or in related field having minimum 15 years of research/teaching / working experience with knowledge on women"s and children"s advancement and rights including social inclusion and empowerment issues. Preference would be given to those who have publications in the international/national journals in the related fields. Candidates with Ph.D. degree in the relevant fields will get preference. VIII. Social Safety Net including Food Security, Disaster Management, Micro credit and Rural Development/Non-farm Activities 01 Masters’ degree in Social security/food security/Disaster Management/Micro-credit/ Economics or in related fields having minimum 15 years of research / teaching / working with knowledge on rural development/non-farm activities issues. Preference would be given to those who have publications in the international/national journals in the related fields. Candidates with Ph.D. degree in the relevant fields will get preference. IX. Agriculture (Crops, Fisheries and Livestock) including Forestry" 01 Masters’ degree in Agriculture Economics / Fisheries and Livestock / Forestry / Economics or in related fields having minimum 15 years of research/teaching/working experience with knowledge on crop and non-crop, fisheries and livestock and forestry sector issues. Preference would be given to those who have publications in the international/national journals in the related fields. Candidates with Ph.D. degree in the relevant fields will get preference. X. Land use Management including Land Reform 01 Masters’ degree in Land Economics / Public Administration / Law / Economics or in related fields having minimum 15 years of research/ teaching / working experience. Water Resources Development and Management 01 Master’s degree in Hydrology / Irrigation Engineering / Natural Resource Management / Economics or in related fields having minimum 15 years of research/teaching / working experience with knowledge on water resources development and management issues. Preference would be given to those who have Ph.D. degree and publications in the international/national journals in the related fields. XII. Private Sector Development 01 Master’s degree in Economics/Public Administration/ Business Administration or in related field having minimum 15 years of research/teaching / working experience with knowledge on private sector development. Preference would be given to those who have Ph.D. degree and publications in the international /national journals in the related fields. XIII. Small and Medium Enterprise (SME) Development 01 Master’s Degree in Economics /Public Administration/ Business Administration or in related field having minimum 15 years of research /teaching /working experience with knowledge on SME issues. Preference would be given to those who have Ph.D. degree and publications in the international/national journals in the related fields. XIV. Infrastructural Development including Power, Energy and Communications (Roads, Railways, Ports, Shipping, Inland Water Transport and Telecommunication). 01 Master’s degree in Power/ Communication / Transport Economics /Public Administration / Business Administration/ Civil/Electrical/ communication Engineering or in related fields having minimum 15 years of research/teaching/working experience with knowledge on physical infrastructure development issues. Consultants 02 Ph.D. in Macroeconomics or in related field having minimum 15 years of research/teaching/working experience with knowledge on preparation of National Mid-term Plan/PRSP/Sectoral Plans etc. Preference would be given to those who have publications in the international/national journals in the related fields. 4. Age limit for each post shall be 65 years or below (may be relaxed for person having exceptional skill and experience). 5. The GED/NPFP invites eligible applicants to indicate their interest in providing the services and to provide information/evidence that they are qualified to perform the services. 6. Each Consultant will be selected for preparing a thematic paper/report of the respective thematic area under the guidance and supervision of the concerned thematic committee within 3 (three) months and it is expected that the services will be commenced on 1 January 2008 and shall be completed on 30 March 2008. 7. The 3(three) core consultants will be selected for the GED/NPFP for 6 (six) months for drafting the full 2nd PRSP document and it is expected that their services will be commenced on 1 January 2008 and shall be completed on 30 June 2008. 8.
