The ninth three-week training course on public procurement of goods, works and services organized by the Central Procurement Technical Unit (CPTU), IMED of the Ministry of Planning, began at the Engineering Staff College Bangladesh (ESCB) at Bausia in Munshiganj district on April 05, 2009 (Sunday).
The training course will conclude on April 23, 2009. The 10th course will begin on April 19 and conclude on May 07, 2009.
Dean of the Faculty of Procurement and Supplies of ESCB Engineer ARM Anwar Hossain, ESCB Rector MA Hannan, World Bank Regional Procurement Manager of South Asia Region Procurement Services Nadjib Sefta, Lead Procurement Specialist and Task Team Leader of the country office Dr Zafrul Islam, Procurement Reform Implementation Adviser (PRIA) of CPTU AKM Fazlul Karim, Director (Rules and Training) Kazi Jahangir Alam, PICD Team Leader Liam Heavin and other faculty members were present at the inaugural session on Sunday morning
A total of 26 officials from different government offices are taking part in the training program, said the dean of the ESCB.
The ninth three-week training under the Public Procurement Reform Project (PPRP-II) is part of 108 such courses to be held in next three years. About 3240 officials will be trained under the three-week courses. There are also courses of different duration.
The Local Government Engineering Department (LGED), Roads and Highways Department (RHD), Bangladesh Water Development Board (BWDB) and Rural Electrification Board (REB) are four target agencies considered under this reform project.
Officials from Public Works Department, Central Medical Stores Depot, Planning Division, Bangladesh Diesel Plant Ltd, DESCO and those of the target agencies are taking part in the ninth course.
The CPTU is implementing four major tasks under the PPRP-II with a view to making public procurement system in Bangladesh accountable, transparent and well-functioning. The components are;
1. Furthering policy reform and institutionalizing capacity development
2. Strengthening Procurement management at the sectoral level
3. Introducing e-Government Procurement (e-GP)
4. Communication, behavioral change, and social accountability.
The objective of the project is to improve performance of the public procurement system progressively in Bangladesh, focusing largely on the key sectoral ministries and targeting their implementing agencies. |
