A contract on e-Government Procurement (e-GP) System Development and Implementation was signed between the Central Procurement Technical Unit (CPTU) of IMED under the Ministry of Planning and GSS America Infotech Ltd, India at the Ministry of Planning in the city on Monday (April 12, 2010).
Amulya Kumar Debnath, Director General of CPTU and Abdul Qadeer, Vice President of GSS Infotech Ltd, India signed the contract on behalf of their respective sides. Air Vice Marshal(rtd) AK Khandker, Minister for Planning, Md Abdul Malek, Secretary of IMED and other officials of the CPTU, IMED and the Ministry of Planning were present on the occasion.
To implement e-GP by June 2011, CPTU of IMED has taken necessary steps under the Public Procurement Reform Project (PPRP-II) supported by the World Bank. At present, public procurement in the country is done under the Public Procurement Act and the Public Procurement Rules. To make the public procurement process more dynamic and modern, e-GP will be introduced under the PPRP-II.
The cabinet committee on government purchase in its meeting on March 1, 2010 recommended the appointment of GSS America Infotech Ltd, India as consultant along with sub consultant C1 India and Aviation Support Ltd, Bangladesh and nominated sub-consultant Dohatec new Media , Bangladesh to develop and implement the e-GP system. The Prime Minister approved the recommendation on March 09, 2010 and the Notification of Award was issued to the consultant on March 15, 2010.
Initially, e-GP would be introduced in four target agencies under PPRP-II. These are LGED, RHD, BWDB and REB. Under the 15- month contract with the consultant, software will be developed in three months, e-tendering will be launched in 20 offices of the four target agencies in six months on a pilot basis. In 15 months of the contract, e-tendering will be rolled out to four target agencies and e-GP system will be integrated.
When implemented e-GP will reduce time limit in completing the tender procedures. More tenderers will be able to participate in tender without facing any physical barrier. This will increase competition leading to improvement in the quality of government purchase. Implementation of e-GP will supplement the present government’s vision for building a digital Bangladesh by 2021. South Korea and Andrha Pradesh of India have implemented e-GP very successfully. |
