| Brief Description of Assignment |
: |
The primary objective is to develop and operationalize a comprehensive MIS that effectively
supports the implementation of the MCBP and VWB programs. The new system should
significantly improve efficiency, transparency, and accountability in program management and
service delivery. Key objectives include:
• Integrated Platform: Build a centralized MIS to manage the entire lifecycle of
beneficiaries – from application, verification, selection, and enrollment to payment
disbursement, grievance redress, compliance tracking (e.g. health visits), and program
exit – for both MCBP and VWB. This unified platform will eliminate fragmented processes
and data silos between the two schemes.
• Efficiency & Automation: Digitize and automate workflows to greatly reduce manual
paperwork and processing time. For example, enable online or mobile-based
applications, automated eligibility checks against defined rules, electronic payment
MoWCA Integrated MIS-SIMCBP generation, and system-driven reminders/escalations. This will allow MoWCA and DWA field staff to process cases and disburse benefits faster with fewer errors, improving
overall productivity and service delivery speed.
• Data-Driven Decision Making: Provide accurate, real-time data through dashboards and
reports to facilitate evidence-based decision-making. The MIS will consolidate program
data (beneficiaries, payments, grievances, training attendance, etc.) and offer analytical
tools. This enables program managers and policymakers to monitor progress (e.g.
enrollment numbers, fund utilization, health indicators) and evaluate outcomes
rigorously, supporting informed policy adjustments.
• Transparency & Accountability: Enhance transparency in beneficiary selection and
benefit disbursement. The system will enforce audit trails for all transactions and
changes, maintaining logs of who did what and when. It will also allow publishing of key
program information for oversight bodies (e.g. lists of approved beneficiaries, summary of
grievances resolved) in line with data privacy rules. Automated record-keeping and maker
checker workflows (multi-level approvals) will improve internal accountability for each
application or payment, reducing scope for fraud or mismanagement.
• Stakeholder Collaboration: Facilitate interoperability with external government systems
(e.g. National ID database, health and family planning MIS, finance/G2P payment
systems) to verify data, exchange information, and avoid duplication of benefits. This
aligns with the national Single Registry and the National Data Governance and
Interoperability Framework. The MIS should be built to integrate via standard APIs with
systems like the Election Commission’s NID service (for identity validation), health
systems (for service uptake data), and the Finance Division’s G2P payment gateway,
among others. By doing so, MoWCA can collaborate with other agencies (e.g. Finance
Division, Health Ministry) to improve accuracy and integrity of operations.
• Sustainability & Capacity Building: Ensure knowledge transfer so that MoWCA/DWA can
operate and maintain the system beyond the contract period. By project end, all source
code, technical documentation, and user manuals must be handed over to MoWCA. Key IT
staff should be trained to manage the system. This will equip MoWCA to independently
manage and update the MIS (or oversee a third-party) in the long run, avoiding vendor lock
in. The solution should use open standards and well-documented code to facilitate future
enhancements.
• Data Security & Privacy: Safeguard all personal and sensitive information in the MIS with
robust security controls. The system will handle large volumes of confidential beneficiary
data (including NID numbers, bank details, health information), so it must enforce strong
encryption, access control, and data protection measures. The design and
implementation should adhere to national data protection laws and ICT security
guidelines, as well as international best practices, to maintain user trust. Regular security
audits and data governance policies should be in place to ensure ethical and responsible
use of data, protecting the rights and privacy of beneficiaries.
By achieving these objectives, the new MIS will become a critical tool for MoWCA to enhance the
effectiveness, transparency, and impact of MCBP and VWB, directly benefiting women and
children and strengthening institutional capacity for social protection service delivery. |
| Experience, Resources and Delivery Capacity Required |

1. Firm Qualifications & ExperienceTenure: Minimum 10 years of overall operations and 10 years specifically in MIS/information system development.Domain Expertise: Proven track record in government or donor-funded social sector projects (Social Protection, Health, or Child Welfare).Project History: At least 3 similar MIS projects in the last 7 years. At least one must be a large-scale contract (e.g., BDT 2 Crore).Certifications: Must hold ISO 9001:2015, ISO/IEC 27001:2013, and CMMI Level 3 or higher. BASIS membership is preferred.2. Technical Capabilities Architecture: Scalable, web-based system with mobile responsiveness or dedicated apps. Interoperability: Proficiency in API/Web Services for integration with National ID databases and payment gateways. Security: Mastery of secure coding, data encryption, and compliance with national ICT security guidelines. Scale: Demonstrated ability to manage tens of thousands of beneficiaries and hundreds of concurrent users.3. Key Personnel Requirements Role Min.
