INFORMATION FOR APPLICANT

Brief Description of Assignment : The PMC is to provide the overall project management services, including but not limited to: A. Review of FEED: Review the FEED document prepared for the project prepared by the consortium of Technip France and Technip Geo-production Malaysia and update the FEED Document with additional requirements as required. B. Review and finalization of the Licensor Phase-2 documents: Co-ordinate with Process Licensors for the Licensor Phase-2 documents for licensed units, which will be prepared by the licensors and reviewed & finalized by the PMC. C. Review and finalization the EPC Tender and Contract: Review and finalization of the prepared EPC tender document, evaluation of EPC Proposal, recommendation for the selection of EPC Contractor and prepare & finalization of the EPC contract document, to verify and assess the Technical Proposal and the Commercial Proposal submitted by the Engineering, Procurement and Construction (EPC) bidders, its evaluation and recommendation for acceptance, preparation & finalization of EPC contract document. D. Preliminary Engineering Phase: Review and approve all procedures and document submissions prepared by the EPC Contractor in accordance with the EPC Contract, including finalizing the type and number of documents for approval or information. Ensure accurate interpretation of Licensor data in engineering design and monitor the development of the Master Schedule, highlighting key milestones by discipline and unit. E. Engineering Phase: The PMC Team will monitor and supervise all engineering works by the EPC Contractor to ensure compliance with the EPC Contract and approved FEED. It will review and recommend approval of detailed designs, drawings, calculations, methodologies, safety and environmental studies (including HAZOP, SIL, geotechnical, seismic, and marine studies), and critical equipment approvals. The PMC will also oversee commissioning and start-up procedures, coordinate submission of as-built documents, conduct project risk assessments with mitigation plans, and prepare CPM and PERT schedules for effective project control. F. Procurement Phase: The PMC will monitor and supervise all procurement and fabrication activities to ensure equipment and materials are purchased, inspected, transported, and stored in full compliance with the EPC Contract. It will review purchase orders, transportation plans, vendor submittals, QA/QC systems, inspection and testing plans, and recommend approval of subcontractors, vendors, and spare parts. The PMC will oversee and participate in factory inspections, FATs, third-party inspections, and site receipt inspections of critical equipment, certify invoices, monitor shipping and customs processes, track procurement status, and ensure strict adherence to approved inspection, testing, and documentation procedures throughout the project lifecycle. G. Construction Phase: The PMC will supervise all construction planning, scheduling, cost control, quality assurance, inspection, and site management activities to ensure full compliance with the EPC Contract, approved standards, and statutory requirements. This includes reviewing construction plans, mobilization, manpower, equipment adequacy, safety practices, QA/QC programs, welding procedures, testing, certifications, and progress payments. The PMC will monitor inspections, witness field and hydro tests, enforce quality and HSE compliance, manage documentation and material control, oversee warehouse and inventory systems, and ensure proper installation of equipment and systems (including DCS/SCADA). It will also verify mechanical completion through system testing, punch list clearance, and recommend issuance of the Mechanical Completion Certificate. H. Pre-Commissioning, Commissioning, Start-up, Testing and Handover Phase: The PMC will supervise all pre-commissioning, commissioning, start-up, testing, and handover activities to ensure full compliance with the EPC Contract. It will review operating manuals, procedures, schedules, safety audits, and verify execution of equipment checks, flushing, calibration, loop testing, defect rectification, and readiness for commissioning and start-up. The PMC will coordinate start-up and performance tests, analyze results against contractual guarantees, develop acceptance criteria, monitor logs and reports, and ensure proper documentation and punch list clearance. It will witness performance guarantee tests, certify provisional and final acceptance, verify record drawings submission, and support warranty and defect enforcement prior to handover to the Owner. I. General Phase (HSSE, Project Management, Assistance in Obtaining Statutory Approvals, Documentation): The PMC will supervise HSSE, contract management, and overall project services to ensure full compliance with the EPC Contract. Through its HSSE team, it will enforce alignment with the Contractor’s HSSE Plan, PSIM systems, Bangladesh regulatory requirements, emergency response preparedness, audits, and statutory approvals. The PMC will manage planning, scheduling, cost control (±10% accuracy), risk management, documentation, certifications, claims, and stakeholder coordination, while reviewing designs, procedures, QA/QC compliance, and progress reporting. It will also oversee training, ERP recommendations, warranty tracking, statutory clearances, and approval of as-built documentation prior to final submission and handover. J. Additional Requirements: The PMC will ensure timely safety incident reporting and conduct weekly/monthly progress meetings across engineering and construction phases, submitting structured Monthly Progress Reports to the Owner. It will review and supervise procurement of commissioning and two-year operational spares, ensure site cleanliness and restoration, and manage contractor variation order claims by evaluation and recommendation. Additionally, the PMC will advise on compliance with Applicable Law, coordinate statutory and contractual obligations, and support project close-out by reconciling contracts and ensuring complete documentation entry into the Master Documentation System and O&M manuals prior to Operational Acceptance.
Experience, Resources and Delivery Capacity Required : Consulting Firms will be shortlisted based on the following experience/qualification criteria to be assessed from the documents submitted with the application, subject to verification as necessary: (a) Applicant shall have an overall general experience of having been engaged in the relevant field during the last 20 (twenty) years, preceding the date of submission of the EOI application, in providing consultancy services in the oil and gas industry as either a single entity or a joint venture (JV) partner. (b) Applicant shall have specific experience in providing similar consultancy services as PMC for at least 3 (three) Refinery projects, each having a capacity of a minimum 50,000 BPSD, of which 2 (two) projects must be outside Applicant’s own country within the last 20 (twenty) years. (c) The firm must be technically sound and financially solvent, and it will provide a list of skilled staff, especially in technical and financial analysis, surveyors, data collectors, field supervisors, etc. (d) Consultants (firms) may associate to enhance their qualification, but should mention whether the association is in the form of a "Joint Venture" or "Sub-Consultancy" in the case of an association, all members of such "association" should have real and well-defined inputs to the assignment and it is recommended to limit the total number of firms including the associates to a maximum of two. If any consulting firm’s home country has no diplomatic relations with Bangladesh, it will not be considered for evaluation.
Other Details (if applicable) : Shortlist will be made upon receipt of EOIs and subsequent evaluation. Request for Proposal (RFP) documents will be sent to the short-listed firms, and the firm will be selected based on Quality and Cost Based Selection (QCBS) method in accordance with PPA 2006 and PPR 2025 of Bangladesh.
