| Experience, Resources and Delivery Capacity Required |

"General experience of the firm: A minimum of fifteen (15) years providing consulting services as a consulting firm. Specific experience: (i) 10+ Years Experience with Proven track record in software design, development, implementation, and post-implementation support.
(ii)Major Contract Delivery: At least 3 completed contracts in the last 10 years, including one valued at = US$1.4M.
(iii) Comparable Systems: Delivery of 5+ government or large-scale MIS/case management/contact-centre systems with verifiable references.
(iv) CMMI Certification: Minimum Level 3 (or equivalent).
(v)Technical Expertise: Experience with open-source databases, offline-capable web apps, API integration, and systems like DHIS-2.
(vi) GBVIMS Standards: Familiarity with GBVIMS/survivor-centred data principles or willingness to adopt UNFPA/MoWCA protocols.
(vii) Sector Experience – Preferably in GBV, justice, health, or social-protection systems (e.g., GBVIMS, Primero).
(viii)ISO Certifications – ISO 9001:2015 and ISO 27001 (or equivalent).
(ix)Non-Responsive Criteria: Proprietary platforms with license fees, non-compliance with PDPO 2025, or lack of sensitive data handling experience." |
