INFORMATION FOR APPLICANT

Brief Description of Assignment : Sylhet Gas Fields Limited (SGFL) shall appoint the international Seismic Service Provider. The brief job description includes (but not limited to) 3D seismic related parameter test/setting, high resolution wide azimuth and broad brand field acquisition design, simulation and modeling, field test, quality control and data acquisition and filed processing [for Service-A]; data processing [for Service-B]; and data interpretation, petrophysical analysis, petroleum system modeling (basin modeling), geology & static modeling, reservoir engineering & dynamic modeling and resource/reserve estimation (based on updated Petroleum Resource Management System: PRMS) [for Service-C] using state-of-the-art technology for its acreage Lamigaon, Lalabazar, Dowarabazar South and Rashidpur South structures (882 km2). The available other information (e.g., geology, geophysics, 2D seismic, logs, production data, pressure data, etc) shall be incorporated appropriately. The deeper part of the basin has to be imaged authentically and clearly using the latest instrument, software, equipment, facility & hardware utilizing advanced processing (including 5D interpolation), migration velocity Analysis (MVA), Full Waveform Inversion (FWI) (if requires), Reverse-Time migration (RTM) (If requires) and interpretation. The Service Provider shall prepare a comprehensive drilling plan aiming for hydrocarbon discovery and its subsequent production (if successful). The Seismic Service Provider shall, with their own personnel & equipment, shall identify the oil and gas-bearing layers through executing the project activities and prepare and deliver the appropriate related reports and geophysical-geological models. The survey area is located in the Surma sub-Basin of the Bengal Basin, Northeast Bangladesh. The existing data indicate the survey area are in complex geological setting, a general dip of geological formations about 2-30 degrees in the area. Some deeper targets with steep dip flanks need special attention. Service-A, Service-B & Service-C will be considered as separate tenders and it will be processed accordingly. The Service Provider can submit EOI for the three services [Service-A, or Service-B or Service-C] stated above. In general If any tenderer is selected finally for any one service then that tenderer will not be considered for selection in other two services. However one service provider can be considered for more than one service if there is not available suitable other service provider.
Experience, Resources and Delivery Capacity Required : The Seismic Service Provider should be an internationally reputed geophysical seismic service provider in the oil/gas sector specialized in high-resolution 3D seismic imaging to establish subsurface geological model and reservoir engineering model for hydrocarbon exploration and production. The required experience and qualification (but not limited to) of the Seismic Service Provider (and its Consultant or Expert) are as follows: 1. The Seismic Service Provider shall have the appropriate general experience (home & abroad). 2. Note-2: Ranking (excellent to poor) will be determined using the criteria consecutively stated in column 2, 3, 4 and so on along with proposed experts, general experience & others. 3. The Seismic Service Provider should have dedicated and qualified experts for Service-A [(1) Design & QC Expert, (2) Survey Expert and (3) Data Acquisition Expert (Recording Observer)]; for Service-B [Seismic Data Processing Expert (PSTM, PSDM & RTM)]; and for Service-C [(1) Seismic Data Interpretation Expert, (2) Petrophysical Analysis Expert, (3) Petroleum System Modeling Expert (Basin Model), (4) Geology & Static Modeling Expert] and (5) Reservoir Engineering & Dynamic Modeling Expert] together with the related industry software. 4. The Experts should have a minimum of Bachelor Degree in the related subject. The experiences, educational qualifications and English language skills of all categories of Experts would be included in a separate table. The 3D seismic experiences with dynamite source and vibroseis source should be mentioned clearly.
Other Details (if applicable) : The Seismic Service Providers from all countries, except the countries those have no diplomatic relationship with Bangladesh, are eligible to submit EOI. The interested international Service Provider should submit the EOI (1 original and 2 copies) on any working day (Sunday to Thursday) between 09:00 and 16:00 hrs BST to the address below before the EOI closing time with the following information and documents indicating their eligibility: a) Background of the Service Provider with registration year, country, brochures, etc. b) Administrative strength and financial capacity. c) Documents in favor of experiences (Service Provider & Experts). 1. Curriculum Vitae (CV) of three relevant experts for Service-A [(1) Design & QC Expert, (2) Survey Expert and (3) Data Acquisition Expert (Recording Observer)]; for Service-B [Seismic Data Processing Expert (PSTM, PSDM & RTM)]; and for Service-C [(1) Seismic Data Interpretation Expert, (2) Petrophysical Analysis Expert, (3) Petroleum System Modeling Expert (Basin Model), (4) Geology & Static Modeling Expert and (5) Reservoir Engineering & Dynamic Modeling Expert]. d) Audited financial reports for the last three years. e) Number of permanent key professional employees with qualifications. f) Tentative seismic survey design, geometry, parameters, energy and acquisition plan with time etc [for Service-A]. g) Types of major software and equipment (with the manufacturer, model, specification, and required quantity) to be used. h) Probable Gantt chart & technical bar diagram (showing major steps with time). Seismic processing (Service-B) and seismic interpretation (Service-C) should be done in Bangladesh. Possible venues (in Bangladesh) of seismic processing [Service-B], interpretation, modeling, etc [Service-C] with detail plan will have to be stated. Any Seismic Service Provider having a joint venture agreement with other international Seismic Service Provider will be taken into consideration. In that case, the Service Provider should provide a copy of the joint venture agreement including the scope of services that the other Service Provider will provide. In case of JVA, the guideline of PPR will be followed and its condition shall be as below: EOI Experience Requirements by summation Requirements for Lead Partner Requirements for Other Partner(s) General experience Summation not applicable The Lead Partner and Other Partner(s) shall have to be acquired the minimum general experience individually as to be evaluated in EOI/RFP. Specific experience (3D seismic) [acquisition/ processing/ interpretation] Summation applicable The Lead Partner and Other Partner(s) shall have to be acquired the minimum specific experience together on 3D seismic data acquisition or processing or interpretation as to be evaluated in EOI/RFP. EOIs will be opened in presence of the representatives of the participating Service Providers, if any, on 05-10-2026 at 12.15 hrs (BST). In case of any unavoidable circumstances such as strike, civil commotion, natural calamity, govt. declared holiday etc. EOIs will be received and opened on the following working day. Upon receipt of EOIs, the interested Service Providers that are deemed best suited to perform the assignment will be short-listed. Thereafter Request for Proposal (RFP) document will be sent to the short-listed Service Providers. This tender will be processed following the GoB rules and regulations (i.e., PPR 2025, PPA 2006).
