INFORMATION FOR APPLICANT
|
| Brief Description of Assignment |
: |
The Government of the People’s Republic of Bangladesh has received financing from the World Bank toward the cost of the Economic Acceleration and Resilience for NEET (EARN) Project (P178077) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) will include but not limited to:
a. Technical and Operational Support
• Provide technical assistance to the PMU in the processing, appraisal, implementation, management, review, monitoring, and evaluation of Institutional Development Plans (IDPs).
• Support rationalization, technical review, and quality assurance of IDP proposals to ensure alignment with project objectives, IDG Operations Manual, and available budget.
• Assist in preparing annual and multi-year implementation and operational plans for IDG activities in accordance with the approved implementation calendar.
b. Institutional Capacity Building and Compliance
• Support principals and sub-project managers of Youth Training Centers in ensuring full compliance with the IDG Operations Manual, fiduciary requirements, and implementation guidelines.
• Maintain close coordination with participating institutions to facilitate timely execution of IDP activities and address implementation bottlenecks.
• Prepare comprehensive institutional profiles of all YTCs awarded IDGs.
c. Monitoring, Evaluation, and MIS Coordination
• Coordinate with the MIS and M&E Units to support surveys, data collection, validation, and analysis related to IDG implementation.
• Assist in preparing and updating progress, status, and M&E reports on IDP implementation, including identification of issues, risks, and proposed corrective actions.
• Support documentation of implementation progress and results for reporting to the PMU and the World Bank.
d. Communication, Knowledge Management, and Learning
• Support awareness-raising, promotion, and dissemination of IDG objectives and results within participating institutions, in coordination with the Communication and Awareness-Raising Specialist.
• Assist the PMU in organizing dialogues, workshops, and review meetings to showcase good practices and successes of IDP implementation.
• Document experiences, lessons learned, and best practices from IDG implementation and contribute to knowledge-sharing through annual reviews and learning platforms.
e. Policy and Manual Updates
• Support periodic review and updating of the IDG Operations Manual based on implementation experience and lessons learned.
f. Other Responsibilities
• Perform any other IDG-related tasks as assigned by the Project Management Unit (PMU) in line with project objectives. |
| Experience, Resources and Delivery Capacity Required |

Required Professional Experiences and Adequacy for the Assignment:
General Experience:
1. Must have 15 (Fifteen) years of overall working experience under any government/semi-government/autonomous organizations/NGOs/Development Partners or any other private organizations. Anything less than that will be ineligible.
Relevant Experience:
1. At least 10 (Ten) years of related professional experience in conducting youth development activities/skill development/institutional development/grant management/human resource management/ etc. Candidates below that years of experience will not be considered.
2. Minimum 5 (five) years of experience in any development project out of which minimum 1 (one) year in donor funded projects;
3. Demonstrated experience in coordination and facilitating unemployed and degenerated NEET youths in the way of capacity building through beneficiary identification process and appropriate trade selection will be considered as added preference.
4. Experience of working on Communication strategy development, social norms development, micro credit schemes or SEED financing are highly preferable.
Suitability of the Assignment:
1. Must have excellent oral and written expertise in English and Bengali languages.
2. Shall have training on youth and skill development, trade management, community development, loan management, Entrepreneurship development etc.
3. Should have strong analytical and report-writing skills with proficiency of computer applications using MS Word, Excel, Power Point etc.
4. Candidates shall have knowledge and experience of administrative works related to grant management and institutional development.
5. Shall have capacity of maintaining strong coordination with the DYD local authorities. |

Regional/Country Experience: Bangladesh
Date of Commencement: November 2026 (Probable)
Assignment Period: November 2026 to June 2028 (Tentative 20 Person-Months).
Place of Working: Primarily at PMU of EARN, with field visits all over Bangladesh if required.
Logistics Support: The EARN Project will provide office space, logistics, and institutional support to the consultant in carrying out the assignment.
Payment: This is a time-based contract, and payments will be made monthly (that is, payments made each month will be for services rendered during the immediately preceding month), supported by the submission of timesheets by the consultant.

The Department of Youth Development now invites eligible Individual Consultant (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are educational qualification, professional experience and suitability to perform the assignment.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the “World Bank Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A consultant will be selected following the Open Market Approach of Selection of Individual Consultant (SIC) method as set forth in the “World Bank Procurement Regulations for IPF Borrowers,” dated November 2020.
