INFORMATION FOR APPLICANT

Brief Description of Assignment : 1. The People’s Republic of Bangladesh has received a credit in the amount of USD 113.00 million as from the International Development Association (IDA) towards the cost of Bangladesh Weather and Climate Services Regional Project (BWCSRP) to be implemented by Bangladesh Meteorological Department and it intends to apply part of the proceeds to payments for the provision of consultancy services for the project by hiring of a Senior Monitoring and Evaluation (M&E) Specialist (National). 2. Scope of Task /Service: The consultant will be the focal point for all monitoring and evaluation needs arising through the implementation of the BWCSR project and work closely with members of the BMD PIU. The consultant will undertake M&E activities to be consistent with the Results Framework and BMD guidance. Specifically: She/he will • Develop a project level Monitoring & Evaluation (M&E) plan and associated work plans for each component/activity as reflected in the results framework; this will include tools and reporting formats for project components and activities, and project outputs and outcomes/results. • Develop and submit Quarterly reports, consistently using agreed formats, including WB formats (reporting is on both current period and cumulative progress). • Be responsible for sourcing data and information for specific M&E needs from other agencies and sources as needed. • Develop and maintain an M&E database for the project. • Ensure budgeting of M&E related activities. • Monitor project progress through ongoing communication and periodic field visits with HQ and field office staff. • Conduct training on M&E and provide technical support on monitoring to the BMD PIU, HQ and field offices. • Develop ToRs for the procurement of the technical consulting firms on M&E, methodology development and mid and end-term evaluations. • Support the establishment of a baseline and monitor progress from the baseline to targets for RF indicators. • Participate and oversee evaluations and assessments and may also serve as the evaluation team member of selected evaluations conducted under this Project. • Ensure quality control of M&E outputs, including by contributing substantively to the design and field testing of the monitoring methodology, review, supervise design and implementation of the survey, participatory data collection methods, data verification techniques, and other technical evaluation and analytical tasks conducted under this project. • Develop and monitor + report on intermediate indicators to measure project implementation progress and ensure the incorporation of information on project level indicators into reports and provide recommendations/feedback to the implementation of the project activities. • Coordinate with other M&E specialists/focal points in the project and PCU (in other implementing agencies- Bangladesh Water Development Board and Department of Agriculture. • Support project implementation support missions by development partners • Coordinate and cooperate with other consultants involved in the implementation of the project (such as Meteorology Systems and Services Integrator,etc.) for promoting information sharing on all aspects related to project activities, wherever required, among stakeholders • Attend, participate and provide necessary inputs for preparation of and during project meetings, workshops and trainings. • Stay current with innovations and knowledge related to M&E • Provide periodic reports on programs and activities in GoB and WB formats to the Project Director; accomplish others tasks related for preparing, monitoring, evaluation and MIS as per the need of project assigned by Project Director. 3. Expected Outputs (i) Periodic reports on project implementation, (ii) M&E plan including implementation monitoring indicators, M&E framework, survey instruments and other M&E tools (iii) Coordination of baseline survey and two monitoring surveys; (iv) capacity and support BMD PIU in developing and implementing M&E tools for project implementation, outcome monitoring and impact evaluation; and (v) Coordination of mid-term and end-term evaluations. 4. Duration of the Assignment: 12 MM The contract with the Senior M&E will be for duration of 48 calendar months, with total inputs estimated at total 12 man months within this period. The consultant has to work at least 4 months spread over a year for consecutive first two years. The other two years will be an on-call basis as and when needed. The working assignment and period of intermittent input shall be agreed and a schedule for work and outputs will be developed between the PIU and the Consultant.
Experience, Resources and Delivery Capacity Required : 5. Qualification and Experience & Skills: The Senior Monitoring and Evaluation Specialist (National) shall have the following qualification and experiences: (a) Academic Qualification: At least Master’s Degree from any recognized university in Water Resources, Economics, Social Science, Management, Earth Sciences, Natural Science or related field combined with extensive M&E related experience. (b) Experience: • At least 8 years of working experience in monitoring and evaluation of development project or program activities. • Familiarity or experience with hydro met or climate related projects are an added advantage. • Experience working with IDA or development partner funded projects is highly preferred. • Willingness to undertake field visits as needed is required. • Computer fluency in Microsoft packages (MS Word, MS power Point, MS Excel) necessary, while GIS and SPSS is an extra. • Experience in creating and managing performance monitoring plans and leveraging performance monitoring data for improving ongoing project management are under consideration. • Knowledge in designing and field testing surveys and other data collection instruments are required. • Experience in indicator development, data collection and analysis, data quality assessment, and/or performance monitoring and reporting are required. • Good knowledge of concepts and framework for monitoring and evaluation and result measurement. • A good written and spoken communication skills in English is essential.
