| Brief Description of Assignment |

The Government of Bangladesh is implementing the Municipal Governance and Services Project (MGSP) amongst other through Bangladesh Municipal Development Fund (BMDF). This IDA-funded project aims to improve municipal governance and basic urban service provision in participating Urban Local Bodies (ULB). Dhaka North City Corporation (DNCC) is seeking MGSP financing through BMDF for eligible subprojects. In this capacity, DNCC is looking to hire a Social Development Specialist to provide support and technical assistance to Project Implementation Unit (PIU) to implement subprojects to improve municipal governance and basic urban service provision. 2. Duties and Responsibilities:The Consultant will monitor citizen engagement, social impact assessment, land acquisition (if any), and preparation and implementation of SMP and any RAP on behalf of the City Corporation PIU. The activities on social management will be included in the project progress reports and reviewed through third party monitoring as well as during periodic Bank missions. The Consultant will be a part of the PIU and collaborate closely with other PIU staff, BMDF and the World Bank. The detailed scope of works are available in Terms of Reference (ToR) |

"Education.
A Master’s degree in social sciences is preferable with concentrations in sociology, anthropology, economics, regional planning, development studies or management. Subjects of training may be relaxed for candidates with more than 10 years’ extensive experience in the field.
Required Experience.
• Minimum 10 (ten) years of practical experience in relevant fields. 5 or more yearsof experience in land acquisition and development induced displacements will be an added advantage;
• Experience in working with multiple disciplinary team for infrastructure development;
• Experience of working with urban infrastructure projects in Bangladesh or elsewhere;
• Experience of working with projects with financing from the World Bank or any other international development financing institutions will be an advantage.
Specific Abilities and Skills.
• Excellent knowledge on country legal process on land acquisition and population displacement and understanding of the World Bank guidelines on social safeguards and social development issues;
• Excellent proven report writing skills on social issues, baseline survey and monitoring and evaluation;
• Excellent computer skills (MS Word, Excel and internet);
• Strong interpersonal communicative skills, experience in participatory management;
• Ability to impart training to the project staff on different social issues followed by World Bank and Government of Bangladesh;
• Must possess excellent communication skills in English, both written and spoken." |
