| Brief Description of Assignment |

"Re-Invitation of Request for Expression of Interest (EOI) for Selection of Senior Environment and Social Safeguards Specialist (Contract Package No.S-07)
The scope of work includes but not limited to: (i) Study all relevant GoB and WB policies and available reports from previous LGSP II; (ii) Study the Environmental and Social Management Framework (ESMF) and Small Ethnic Group Planning Framework (SEGPF) and other relevant Documents of the project: (iii) Providing Services as required to ensure compliances of the environment and social safeguards policies as operationalized in the Environmental and Social Management Framework (ESMF) and Small Ethnic Group Planning Framework (SEGPF); (iv) Providing technical advice to the LGSP-3 management and PMU, LGD on measures to enhance the effectiveness of project implementation and achievement of the project development objectives, in view of the social and environment issues in the schemes undertaken by the UPs and Pourashavas; (v) Preparing internal environment and social guidelines for the preparation, implementation, monitoring and reporting of environment and social information required by various safeguards instruments; (vi) Ensure for preparing the subproject specific Environment-Social(ES) screening/assessment for subprojects to be implemented under the project; (vii) Train up the relevant staff of LGSP III in ES Management and work closely with them: (viii) Contribute to Bidding document for incorporation of EMP and cost for implementing of EMP: (ix) Prepare training materials and knowledge product, brochures to enhance capacity of stakeholders of various level; (x) Ensure quality of ToT and other training on safeguards component by supporting the training of Master Trainers, Upazila Resource Teams, District Facilitators, UPs, Auditors and refresher training; (xi) Help to integrate safeguards good practice into planning and budgeting at the UP and Pourashava level; (xii) Periodically reviewing and assessing the effectiveness of the implemented schemes and their outcomes and impacts; as well as preparing an annual safeguards performance status report that will be submitted to LGSP-3 management and the Development Partners. This review will give a status of ESMF implementation at the UP/Pourashava level. S/he review will provide recommendations to LGSP-3 management and LGD on safeguards implementation; (xiii) Conduct need based field visit and review sample basis Screening, monitoring, completion etc. forms (as prepared by WC, SSC as set about in the ESMF) to check the quality of implementation; (xiv) Reviewing at least 5% Initial Environment Examination (IEE) forms for category B schemes to verify quality (as prepared by the Pourashava Engineer, as set about in the ESMF), and ensuring that any proposed changes in the IEE are included in the scheme design and construction contract by the Ward Committee; (xv) Undertaking field visits to ascertain if the Grievance Redress Mechanisms established for the project are functioning appropriately and the UP level schemes are implemented in an environmentally and social sustainable manner; (xvi) Collate appropriate performance and monitoring indicators to input into the Monitoring and Evaluation (M&E) Framework of the project, as well as provide inputs for various evaluations/studies related to the project; (xvii) Accomplish necessary work to obtain the clearance from DOE (if necessary): (xviii) Participate in meetings as required to assist Safeguard related works and (xix) Any other important task related to the topic/theme, deemed important by the PMU, LGSP-3. Details are provided in the Terms of Reference (TOR) of the assignment."

| Experience, Resources and Delivery Capacity Required |

"The qualifications and experiences required for the assignment are:
(i) Qualification:
Masters’ in Environmental Science or BSc. in Civil Engineering.
(ii) Experience:
• At least Eight years’ working experience in the preparation and implementation of EAS/ESMF/EMP/RAP/IEE/EIA and other instruments related to environment and social safeguards.
• Proven experience in formulating, assessing, and reviewing environment and social safeguards compliance documents and monitoring;
• Knowledge of Bangladesh national legislations related to environment, forestry, land administration and other relevant issues;
• Experience in carrying out stakeholder consultations and organizing environment and social safeguards training workshops/seminars;
• Prior experience working on/with indigenous people and urban context will be an advantage;
• Ability to guide and deliver the range of safeguards management activities required by the project and
• Solid knowledge of World Bank’s Environment and Social Safeguards Policies.
