INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
The ITE will be responsible for assisting BLPA in evaluating bids and other procurement related and technical matters of the project. The expert will provide quality procurement related advice from a technical perspective and maintaining highest degree of integrity and ethical standard. The ITE will have a significant role in assuring the integrity, fairness, and overall quality of procurement in conformance with the requirements of the regulations of the World Bank and the procurement laws of Bangladesh. He should not have any conflict of interest while working and should keep all the project information confidential. Detail scope of works (Terms of Services) and other information will be available upon request from the address provided below, either through email or in person. TOR is also available in BLPA’s website (www.bsbk.gov.bd). |
| Experience, Resources and Delivery Capacity Required |

General Qualification and Experience:
• Masters in Civil, relevant engineering degree; additional university degree or accredited training on public procurement desirable);
• At least 10 years of experience in in drafting technical content of works and service bidding and proposal document, contract management, and at least 5 years’ experience outside home country as technical expert in relevant field
Specific skills and Experience:
• Experience in procurement of works, goods and services for World Bank or other donor-funded projects preferred;
• Good knowledge of BOQ interpretation, Detailing, Specifications, Public Procurement, Project/Contract management, Quality Control and dispute resolution;
