INFORMATION FOR APPLICANT

Brief Description of Assignment : Objective of the services: The Senior Ground Water Specialist as Individual Consultant will support the Project Director (PD) in respect to design, planning and supervision of all activities related to the installation of groundwater monitoring stations, observation wells as well as hydrogeological and hydrochemical study and investigation. She/he will also lead the geological and hydrogeological components of site characterization and remediation programs to design and install monitoring wells as well as provide regulatory guidance to the PD. The services also include assist the PD, PIU in preparing tender document related to procurement of sensors, data-loggers and relevant instruments for groundwater exploration, monitoring stations and monitoring, administering and managing of all the contracts of the Project throughout project life as per contract provision, PPR, PPA, Bank’s Guidelines etc. Scope of Services: Duties and Responsibilities of the Senior Ground Water Specialist includes, • Qualitative and quantitative assessment of groundwater resources in the project area based on available data and information in order to install observation wells and monitoring stations. • Apply scientific principles to design and implement field programs to characterize and interpret the geological and geochemical settings of study sites. • Develop program strategic plan, annual/ quarterly operational plans and targets. • Monitoring and assessment of groundwater level and groundwater quality situation data collected from the project monitoring stations. • Assist in the formulation of specification of hydro-geological investigations to be undertaken under the study • Supervise and provide technical guidance of field groundwater data collection network; and develop and implement data quality control program. • Guide to collect groundwater samples and selection of physico-chemical analytical criteria and methods. • Provide technical input, when necessary, on surveys and assist with operational research, tracking activities. • Support to supervise exploratory drilling and well installation components of the project. • Identification of sites for the installation of observation well nests and monitoring stations. • Make regular visits to project sites to ensure quality of activities. • Prepare design of observation well nests and guide to design groundwater monitoring stations. • Prepare guideline to standardize and improving hydrogeological data (groundwater table, water quality, exploratory boring log) collection techniques. • Develop system for real-time groundwater data presentation. • Prepare required technical reports. • Assist/Review in preparing bid documents, EoI, RFP etc as per World Bank guidelines/ government rules as applicable for the specific groundwater monitoring related packages. • Review draft prequalification/bidding documents prepared by the Consultant and suggest correction, modification as needed according to relevant guidelines / rules. • Perform any other relevant activities /tasks assigned by the Project Director. Expected Outputs and Variables: Provide technical guidance on all groundwater related activities and assist and report to the Project Director (PD) regarding the overall implementation status of the installation of groundwater monitoring stations and equipment. The consultant will supervise and monitor the activities of the installation and O and M of the groundwater monitoring stations and equipment. He/She will also monitor the standards and quality of the related activities and equipment. He/She will guide the arrangement and assessment of data sets on aquifer characteristics, baseline water quality of groundwater and groundwater levels etc. as well as prepare base maps on different hydrogeological parameters. Reporting: She/he will guide to prepare technical reports of the project’s groundwater hydrology related activities. The services also include assist the Project Director, PIU in monitoring, administering and managing of all the technical documents related to groundwater quality, quantity and design and installation of monitoring wells and equipment etc.
Experience, Resources and Delivery Capacity Required : Qualification and Experience: The Senior Ground Water Specialist shall have the following qualification and experiences: (a) Academic Qualification: The Senior Ground Water Specialist must have a Master’s degree in geology, hydrogeology, water resources or related discipline. (b) Experience: • Minimum of 15 years of experience in the field of hydrogeology with the emphasis on groundwater study, investigation and monitoring, both in qualitative and quantitative aspects. • 3 to 5 years’ experience to work with hydro-meteorological and hydro-geological monitoring activities. • Must have experience in the design, implementation and supervision of hydro-meteorological data collection and monitoring system. • Work capability with multi-disciplinary teams for the purpose of meeting project objectives. Preference will be given to candidates that can demonstrate experience in leading such teams. • Must have excellent communication skills, both verbal and most importantly, written in Bengali and English • Fully conversant and possessing skills in MS word, Excel and other relevant software application on data processing, analysis and interpretation. • Excellent decision making and negotiation skills as well as report writing and presentation skills are required. • She/he poses excellent knowledge of water management at a range of scales, including principles of water productivity and interaction of sectoral use and the environment. Assignment Period: 24 MM over a project period of 3 years with intermittent input. Implementation Arrangement: The consultant will report to the PD, BWDB PIU and work closely with the project and BWDB staff, and in collaboration with the research agencies, BMD, DAE etc. Selection Modality: Selection of Individual Consultant will be carried out following GoB and World Bank Guidelines.
