"This IS a national project with utmost importance towards the digital Bangladesh goal so the bidder must prove that they have solid technical background and operational strength to undertake and take this work forward
without any hindrances. Bidder must also have adequate technical ability, resources, human resources and processes. As such, following are defined as minimum eligibility criteria:
1. Minimum 5 years' experience in ICT business as a registered
company/entity in Bangladesh
2. Must have 3 years practical experience of developing web-based similar public service delivery type MIS solution as major or partner solution provider for Governmentl Autonomous body or Multinational Organization (Not Company) of Bangladesh.
3. Needs to have full time experienced human resource in business 1 system analysis and design, software development (Web and Mobile), database management, project management and in support management.
4. Needs to have test environment ready with equipped devices at vendor's premise. Vendor office should have a located at Dhaka.
5. Yearly average turnover of the firm shall be at least Tk. 1.5 (One point
Five) core for the last 3 years audit report by register Audit firm.
6. Experience in implementation and support of MIS similar solution with minimum contract value of 70 Lakh in a single contract over a period of

last 3 years only completion 1 performance certificate.
7. Multiple Companies having technical and legal competency for

developing such product can bid jointly but they must have legal agreement among them or letter of intention where one company needs to be prime bidder. Prime bidder must be local. Prime bidder needs to fulfill all conditions mentioned in this TOR and as per PPR-2008.
The Chief Planning, Bangladesh Water Development Board (BWDB) now invites eligible Applicants to indicate the interest in providing the services. Interested Consultants/Vendors are invited to provide information indicating that they are qualified to perform the services (brochures and other documents describing similar assignments, experience availability of appropriate professional qualification and experience among applicant's staff, resources to carry out the assignment, financial logistical capability, etc). Applicants may associate with other consultants to fulfill their qualifications.
A ConsultantlVendor will be selected using the Quality and Cost Based (QCBS) procurement method in accordance with the Public Procurement Rules 2008 and Public Procurement Procedures issued by the GoB.
